One year after President Trump was <a href=\"https:\/\/nypost.com\/2025\/06\/25\/us-news\/nato-chief-calls-trump-daddy-after-president-drops-f-bomb-over-iran-israel-strikes\/\">dubbed \u201cDaddy\u201d by NATO Secretary General Mark Rutte<\/a> at the annual summit of the Atlantic alliance, the chief executive is returning with plans for billions in arms deals meant to push Europe to boost military spending \u2014 and show that \u201cDaddy isn\u2019t going anywhere\u201d  .<\/p>\n<p>Trump will arrive Tuesday for the two-day gathering in Ankara, Turkey, just three months after saying he was <a href=\"https:\/\/nypost.com\/2026\/04\/01\/us-news\/trump-absolutely-considering-nato-exit-will-rip-europe-in-primetime-remarks\/\">\u201cabsolutely without question\u201d considering withdrawing <\/a>from NATO in retribution for allies refusing US planes and ships access to key facilities during the Iran war.<\/p>\n<p>The president chalked up his attendance to his fondness for Turkish President Recep Tayyip Erdo\u011fan, but administration officials expect Trump to use the summit to recommit to America\u2019s role leading the 77-year-old bloc, even if he has to play disciplinarian.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>President Trump will seek to strong-arm NATO allies to make billions in arms was \u2018Daddy\u2019s Home,\u2019 and after this week\u2019s visit, NATO countries will be forced to concede, \u2018Daddy isn\u2019t going anywhere,&#8217;\u201d said Taylor Budowich, a close Trump adviser and former White House deputy chief of staff.<\/p>\n<p>\u201cPresident Trump has rebuilt NATO in his image and the body will be leveraged to serve the interests of the West, and not the interests of the world in spite of the West.\u201d<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>A joint commitment by NATO leaders to spend 5% of their GDP on defense by 2035, agreed to last year at Trump\u2019s urging, <a href=\"https:\/\/www.nato.int\/en\/about-us\/official-texts-and-resources\/official-texts\/2025\/06\/25\/the-hague-summit-declaration\">calls for <\/a>3.5% to go toward core military spending with 1.5% set aside for broader projects that \u201cprotect our critical infrastructure, defend our networks, ensure our civil preparedness and resilience, unleash innovation, and strengthen our defense industrial base.\u201d<\/p>\n<p>An administration official told reporters Sunday that \u201cwe\u2019re going to have billions of dollars in [US arms-sale] announcements on the sidelines of the summit\u201d and that Trump and Rutte will \u201cpress European members to make their 5%-by-2035 pledge a binding commitment rather than an aspirational target.\u201d<\/p>\n<p>A White House official added Trump will know which countries are \u201cplaying funny math.\u201d<\/p>\n<p>\u201cThis Ankara summit is really the time for our allies to step up and I know that that\u2019s what President Trump is expecting,\u201d US Ambassador to NATO Matthew Whitaker said Sunday.<\/p>\n<p>European nations and Canada have already committed \u201cnearly $139 billion US dollars in defense spending, roughly half of that being on American-made equipment and weapons and munitions,\u201d he added.<\/p>\n<p>\u201cThat\u2019s a good start, but some allies are doing more than others.<\/p>\n<p>\u201cPoland, the Nordic countries, the Baltic countries lead the way, and Germany is on track for 5%, reaching it in 2029, but many others are lagging behind, and President Trump expects all allies to step up immediately, and not only get on a sustainable path to 5% but get to 5% as soon as possible.\u201d<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image countries in the alliance.<\/p>\n<p>\u201cRidiculous for the U.S.A. to continue along this one sided path when the relationship is not reciprocal. They were not there for us!!!\u201d Trump wrote.<\/p>\n<p>\u201cAs always, Americans can expect President Trump to bring more deliverables home to our country,\u201d said White House deputy press secretary Anna Kelly. \u201cThe United States and our NATO partners will discuss frameworks to boost procurement of key capabilities and ways for American companies to accelerate and showcase our products.\u201d<\/p>\n<p>Fallout from the Iran conflict will loom over the conference \u2014 though it\u2019s unclear to what extent it will overshadow proceedings after <a href=\"https:\/\/nypost.com\/2026\/06\/17\/us-news\/trump-signs-iran-deal-again-this-time-by-hand-over-palace-dinner-with-macron\/\">Trump signed a memorandum of understanding<\/a> to begin talks with the Islamic Republic June 17.<\/p>\n<p>Rutte visited the White House a week later to argue Trump was mistaken about European NATO members opposing his war effort \u2014 though<a href=\"https:\/\/nypost.com\/2026\/06\/24\/us-news\/rutte-claims-to-trump-your-european-allies-have-been-there-on-iran-as-he-flatters-prez-with-trump-trillion-chart\/\"> the president made clear he was unconvinced<\/a>.<\/p>\n<p>John Ullyot, who has served in Pentagon roles in both Trump administrations, said Trump \u201cwas right to call out NATO leaders publicly for freeloading on US operations in Iran, and now they\u2019re on the back foot going into the summit.\u201d<\/p>\n<p>European leaders rushed to flatter and charm Trump at last month\u2019s G7 summit at Evian-les-Bains, France \u2014 with mixed results, as Trump expressed appreciation for his French host, Emmanuel Macron, before bitingly claiming that Italian Prime Minister Giorgia Meloni had begged him for a selfie.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>The alliance meeting features unexpected tensions over Trump helping reverse a World Cup penalty for a US player \u2014 just in time for the US-Belgium match. <span class=\"credit\">REUTERS<\/span><\/figcaption><\/figure>\n<p>Trump will have a packed schedule over his two-day visit, including a Wednesday meeting with Ukrainian President Volodymyr Zelensky about the ongoing Russia-Ukraine conflict as well as a sitdown with Syrian President Ahmed al-Sharaa, a former Al Qaeda leader jailed for five years by US troops in Iraq.<\/p>\n<p>Trump has floated asking al-Sharaa to deploy Syrian troops to clear out Hezbollah on Israel\u2019s northern border, which would require the Jewish state\u2019s withdrawal from Lebanon.<\/p>\n<p>One of the most anticipated topics at the forum will have nothing to do with the military \u2014 as Belgians fume over<a href=\"https:\/\/nypost.com\/2026\/07\/05\/sports\/trump-called-fifa-president-asking-to-review-folarin-baloguns-red-card-suspension\/\"> Trump calling FIFA leadership <\/a>to push for rescinding the one-game ban handed US soccer star Folarin Balogun ahead of Monday night\u2019s knockout round game between the two sides.<\/p>\n<p>The last NATO summit, held in the Netherlands, was overshadowed by Trump insistence on American annexation of Greenland from Denmark. Tensions have cooled since January when Washington and Copenhagen agreed to further talks to improve the US military presence on the world\u2019s largest island \u2014 though the issue threatens to flare up again.<\/p>\n<p>\u201cWe right now have governments in Greenland, Denmark, and the United States that want to solve this, and they want to solve it permanently,\u201d an official told reporters Sunday. \u201cThe president put forward a solution as to how to do that, and it would be the United States acquiring Greenland.
