The data set includes ads purchased from January through June, before immigration enforcement officers shot and killed people in <a href=\"https:\/\/www.npr.org\/2026\/07\/13\/nx-s1-5891820\/man-shot-to-death-by-ice-agent-in-southern-maine\" target=\"_blank\">Maine<\/a> and <a href=\"https:\/\/www.npr.org\/2026\/07\/10\/nx-s1-5886481\/houston-neighbors-started-seeing-more-ice-agents-around-then-came-a-fatal-shooting\" target=\"_blank\">Texas<\/a> this month.<\/p>\n<p>These political ads offer one indication of where each party sees its momentum going with voters, as candidates across the country gear up for the general election in November. The data suggests Republicans see immigration as a winning issue: Since the start of the year, Republicans and their supporting organizations have run nearly 300 ads nationwide that either include a mention of immigration or are solely about immigration. Thomas Massie sides with these radical-left lunatics,&#8221; <a href=\"https:\/\/host2.adimpact.com\/admo\/viewer\/8132a8b8-86e2-4458-88ce-a791b5d2370d\" target=\"_blank\">reads one ad<\/a> funded by the MAGA KY PAC, a political action committee that was set up to defeat Republican Rep. Thomas Massie in <a href=\"https:\/\/apps.npr.org\/primary-election-results-2026\/states\/KY.html\" target=\"_blank\">the primary<\/a>. The ad cost over $831,000; Massie, a <a href=\"https:\/\/www.npr.org\/2026\/05\/19\/nx-s1-5827183\/massie-gallrein-kentucky-race-results-trump\" target=\"_blank\">frequent critic<\/a> of President Trump, went on to lose his race to Trump-endorsed candidate Ed Gallrein.<\/p>\n<p>Among the most expensive was a $928,000 ad buy in the Michigan governor&#8217;s race.<\/p>\n<p>&#8220;No greater example of waste, fraud, and abuse in Michigan than using our tax dollars to give benefits to illegal immigrants. As governor, I&#8217;ll be incredibly supportive of ICE coming here and removing these fraudsters,&#8221; says Republican <a href=\"https:\/\/host2.adimpact.com\/admo\/viewer\/457bc7a7-b167-44ad-94e0-af444275d225\" target=\"_blank\">candidate Perry Johnson<\/a>, who calls himself a &#8220;MAGA Conservative&#8221; and has pitched his business approach to running a state.<\/p>\n<p>Immigration was a <a href=\"https:\/\/www.npr.org\/2024\/11\/06\/g-s1-33007\/how-trump-won-policies\" target=\"_blank\">winning issue<\/a> for Republicans in the 2024 elections, with themes like increasing <a href=\"https:\/\/www.npr.org\/2025\/01\/27\/nx-s1-5276139\/trump-immigration-border-orders-blueprint\" target=\"_blank\">border security<\/a> and reducing crime.<\/p>\n<p>&#8220;Campaigns are not trying to change minds. They&#8217;re trying to shape what the election&#8217;s about. Since more than 90% of seats up for grabs in gubernatorial, House and Senate races are considered <a href=\"https:\/\/www.npr.org\/2026\/05\/30\/nx-s1-5839201\/party-primaries-polarized-congress\" target=\"_blank\">safe for one party or another<\/a>, the primary campaign has become decisive for many candidates nationwide.<\/p>\n<p>Some Democrats became more vocal on the issue of immigration at the start of 2026, particularly in states that were seeing intense waves of enforcement. Democrats in New Jersey, Illinois and Minnesota, for example, referenced<a href=\"https:\/\/www.npr.org\/2026\/02\/04\/nx-s1-5690180\/will-calls-to-abolish-ice-sway-voters-in-2026-the-strategy-has-democrats-split\" target=\"_blank\"> the administration&#8217;s tactics in their calls to &#8220;abolish ICE<\/a>,&#8221; or Immigration and Customs Enforcement, and argued the administration had gone too far.<\/p>\n<p>The Illinois Future PAC ran two ads, each worth more than $800,000, earlier this year to support Juliana Stratton&#8217;s stance on abolishing ICE. It helps coordinate a lot of the actors that we think of as the party,&#8221; Shelton said. &#8220;That&#8217;s another reason why some of these early ads are interesting, because they are signals of the direction that is trying to be set out.&#8221;<\/p>\n<h3 class=\"edTag\">Republicans link top issues to immigration<\/h3>\n<p>Between January and June, Republicans outspent Democrats on immigration-related political advertising by about $36 million. Republican ads focused on immigration, which total $53 million in spending, have aired across the country in 88 races and 27 states. He listed the border, crime and the economy as issues that Republican candidates can connect to immigration.<\/p>\n<p>&#8220;Immigration intersects with each of them,&#8221; he said. &#8220;The most effective message depends on the district and how those issues are affecting that particular community,&#8221; he added.<\/p>\n<p>Zach Lahn, who won the <a href=\"https:\/\/apps.npr.org\/primary-election-results-2026\/states\/IA.html\" target=\"_blank\">GOP primary bid for Iowa governor<\/a>, spent about $475,000 on <a href=\"https:\/\/host2.adimpact.com\/admo\/viewer\/f70da52e-72ef-41d8-b657-49b7dd718833\" target=\"_blank\">an ad in May that vowed to ban H-1B<\/a> visa holders from being hired by Iowa government agencies<strong> <\/strong>and universities, linking immigration and economic concerns.<\/p>\n<p>Crossings at the border have <a href=\"https:\/\/www.cbp.gov\/newsroom\/stats\/southwest-land-border-encounters\" target=\"_blank\">plummeted since Trump <\/a> took office. Marinella said candidates are still keeping the issue of border security top of mind for their voters.<\/p>\n<p>A majority of the ads promoting Republican candidates include keywords such as &#8220;securing the border&#8221; and discuss border wall funding and crime. Others focus on personal connections to immigration, proposals to limit <a href=\"https:\/\/host2.adimpact.com\/admo\/viewer\/a1039973-77df-4129-acb1-9bfbf92f5be3\" target=\"_blank\">enforcement<\/a> and <a href=\"https:\/\/host2.adimpact.com\/admo\/viewer\/2ca3cf60-1989-46eb-9557-11fcc109f2f1\" target=\"_blank\">general pro-immigrant<\/a> statements.<\/p>\n<p><strong>&#8220;<\/strong>Democrats are finding their voice on immigration after a rough few years during the Biden administration,&#8221; said Frank Sharry, senior fellow at Third Way, a centrist think tank. &#8220;I don&#8217;t think they&#8217;ll be running a bunch of ads on it. A majority of Republicans favor hiring more Border Patrol agents, deporting anyone without legal status and banning sanctuary cities.<\/p>\n<p>Republican ads broadcast during Senate races in <a href=\"https:\/\/host2.adimpact.com\/admo\/viewer\/a0865851-23a5-4e38-bc8f-35c5787e8036\" target=\"_blank\">Ohio<\/a>, <a href=\"https:\/\/host2.adimpact.com\/admo\/viewer\/3b1e9c03-66f0-4584-9144-e4c5a674570f\" target=\"_blank\">Texas <\/a>and <a href=\"https:\/\/host2.adimpact.com\/admo\/viewer\/b465fbd3-1b00-40f0-b385-7862b70c099c\" target=\"_blank\">Alaska <\/a>and gubernatorial contests in <a href=\"https:\/\/host2.adimpact.com\/admo\/viewer\/2ab6c362-59ba-4cd9-8cf5-577d2d7a73b6\" target=\"_blank\">New York<\/a> and <a href=\"https:\/\/host2.adimpact.com\/admo\/viewer\/5df33097-86c4-4c71-9acc-dec99219a52e\" target=\"_blank\">Iowa <\/a>are already starting to target Democrats. Strategists said this trend suggests how each party may lean into immigration leading up to the November election.
