On Monday, he will become Britain\u2019s 59th prime minister.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Labour MP Andy Burnham leaves Millbank studios after speaking on LBC\u2019s Andrew Marr show on July 2, 2026 in London, England. <span class=\"credit\">Getty Images<\/span><\/figcaption><\/figure>\n<p>The <a href=\"https:\/\/nypost.com\/2026\/06\/20\/world-news\/uk-prime-minister-keir-starmer-set-to-resign-after-labour-party-turns-on-him\/\" target=\"_blank\" rel=\"noopener\">sudden downfall of\u00a0Prime Minister Keir Starmer\u00a0after just two years in office<\/a> has swept the 56-year-old Burnham into office \u2014 unelected and largely untested. <\/p>\n<p>He will enter <a href=\"https:\/\/nypost.com\/2026\/06\/21\/world-news\/trump-reveals-kier-starmer-is-quitting-before-uk-pm-can-announce-it-himself\/\" target=\"_blank\" rel=\"noopener\">No. 10 Downing St. carrying the heavy weight of expectation<\/a>, and\u00a0big questions\u00a0about how he will shoulder it.<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>\u201cA whole range of people across the Labour movement and in the country have projected onto Andy Burnham their hopes and their fantasies about how the country should be run and what Labour should stand for and what Andy Burnham stands for,\u201d said Joshi Herrmann, founder of Manchester news site The Mill, who has covered Burnham for years.<\/p>\n<p>\u201cHe has got lots of people\u2019s hopes up.\u201d<\/p>\n<h4 class=\"wp-block-heading\">He was born in Liverpool and attended Cambridge<\/h4>\n<p>Burnham has made his name in Manchester, but he was born in Liverpool, and grew up in a commuter village between the rival northwest English cities.<\/p>\n<p>His father worked as a British Telecom engineer and his mother as a receptionist, and he was raised in a close-knit Catholic family. Burnham has said he\u2019s \u201cnot particularly religious,\u201d but Catholic teaching, along with the center-left Labour Party, helped forge his values and sense of social justice.<\/p>\n<p>Burnham and his brothers were the first generation of their family to go to university. And not just any university \u2014 Burnham attended Cambridge, one of the country\u2019s oldest and most prestigious institutions.<\/p>\n<p>\u201cHe needed a lot of persuading to apply because he felt that as a working-class boy, going off to Cambridge wasn\u2019t for him,\u201d Stephen Harrington, Burnham\u2019s former English teacher at St. Aelred\u2019s Catholic High School, told the BBC. \u201cHe didn\u2019t believe in himself. But he did it, and the rest is history.\u201d<\/p>\n<p>Burnham has said he felt out of place at Cambridge, where many of his classmates had gone to posh private schools in the more affluent south of England. But he got a degree in English and met his future wife, Dutch fellow student Marie-France Van Heel, now a marketing executive. He served in Brown\u2019s Cabinet between 2007 and 2010 as chief secretary to the Treasury, culture secretary and health secretary.<\/p>\n<p>A formative experience came in 2009, when he was heckled at a commemoration of the 1989\u00a0Hillsborough Stadium disaster, when 97 Liverpool soccer fans were crushed to death. He quit Parliament in 2017, a low ebb for Labour nationally, to run for mayor of Greater Manchester.<\/p>\n<p>Being mayor played to his strengths: an ability to bring people together, a sharp eye for opportunities and a wide streak of pragmatism. His approach became known as \u201cManchesterism,\u201d a brand of business-friendly socialism that aims to harness private and public money to invest in areas like transport, housing and infrastructure.<\/p>\n<p>Manchester was a former manufacturing powerhouse \u2014 known as the birthplace of the Industrial Revolution \u2014 that had been hollowed out as British industry crumbled. During his tenure the city boomed, with skyscrapers blooming on vacant post-industrial sites. Burnham won praise for taking a piecemeal public transport system under public control and improving it.<\/p>\n<p>He shed suit and tie for jeans and dark T-shirts, spoke about his love for Oasis, The Smiths and New Order and spent spare time playing soccer or spinning 1990s tunes during DJ battles.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Burnham will enter No. 10 Downing St. carrying the heavy weight of expectation, and\u00a0big questions\u00a0about how he will shoulder it. <span class=\"credit\">ZUMAPRESS.com<\/span><\/figcaption><\/figure>\n<p>During the COVID-19 pandemic, he\u00a0harangued Conservative Prime Minister Boris Johnson\u00a0over what he called a \u201cLondon-centric\u201d approach to the crisis that was punishing northern cities. That\u2019s when he gained the nickname King of the North, a \u201cGame of Thrones\u201d-inspired nod both to his championing of his home region and his political ambition.<\/p>\n<p>He has said he saw his work in central government as \u201cunfinished business,\u201d and got his chance when\u00a0Starmer was pushed to resign\u00a0by Labour colleagues alarmed at the party\u2019s unpopularity.<\/p>\n<p>But Burnham still needed a seat in Parliament. A Labour lawmaker agreed to resign, triggering a special election for the Manchester-area district of Makerfield. A key plank is\u00a0giving regional leaders more powers, and he plans to move part of the prime minister\u2019s office to a \u201cNo. 10 North\u201d in Manchester.<\/p>\n<p>Herrmann said Burnham has clear strengths, especially an ability to tell a persuasive story and a sense of empathy that many politicians lack.<\/p>\n<p>He added that the incoming prime minister has \u201ca set of principles about trying to make the country fairer, trying to bring people out of poverty, that he really does believe in.\u201d<\/p>\n<p>Critics claim Burnham\u2019s politics are vague on key points, such as where the money will come from to pay for his pledges. He will face many of the same political and economic challenges that stymied Starmer, including a sluggish economy,\u00a0overstretched public services\u00a0and a cost-of-living squeeze. He has little experience of foreign policy issues, from the Ukraine war to dealing with U.S. President Donald Trump.<\/p>\n<p>And running a country of 70 million is a lot different from overseeing a region of 3 million.<\/p>\n<p>But Sacha Lord, a Manchester music entrepreneur who served as Burnham\u2019s nighttime economy adviser, said the politician has a steely side that will help him rise to the occasion.<\/p>\n<p>\u201cHe\u2019s not scared of locking horns with people,\u201d Lord said. \u201cEverybody thinks Andy\u2019s this nice, cheeky-chappy guy.
