Graham\u2019s unflinching stand on military support of Ukraine and Israel was a vital intervention in the corridors of American power. Graham introduced the<a href=\"https:\/\/www.lgraham.senate.gov\/public\/index.cfm\/press-releases?ID=E6A25F7E-6FAD-4714-AEC5-9FDFD12D93E0\"> Sanctioning Russia Act of 2025,<\/a> to tighten sanctions against Russia, with strong bipartisan support and the apparent <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.lgraham.senate.gov%2Fpublic%2Findex.cfm%2Fpress-releases%3FID%3DE6A25F7E-6FAD-4714-AEC5-9FDFD12D93E0&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135927239890%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=KaRTF95PEG38lIqbU9WmoqhPqUFi%2BXW%2FY4%2Bq3nqsGL4%3D&amp;reserved=0\">blessing<\/a> of President Donald Trump.<\/p>\n<p>To be sure, while the United States holds a major lever here, the loyal support Ukraine has received from the European Union has helped strengthen Ukrainian morale and muscle on the battlefield. Yet still, much more could be done by the bloc.<\/p>\n<p>The Graham sanctions legislation under consideration would <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.congress.gov%2Fbill%2F119th-congress%2Fsenate-bill%2F1241&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135927302572%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=l%2FpGLLYuUllNAXFB4sauzehQq%2F9V5W5L4Ta0dOeKAig%3D&amp;reserved=0\">impose<\/a> 500% secondary tariffs, property-blocking sanctions on any financial institution owned by Russia or by individuals within the Russian government, and further banking sanctions. This <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.congress.gov%2Fbill%2F119th-congress%2Fsenate-bill%2F1241&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135927326131%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=ZRIuNAN920bqq%2FjcK7aKYP1wYUmBESG3bNybA%2FODtMg%3D&amp;reserved=0\">Sanctioning Russia Act<\/a>, perhaps soon to be renamed the Lindsey Graham Act in his memory, would deal a serious blow that could, at last, end Vladimir Putin\u2019s bloody and imperialistic invasion of Ukraine.\u00a0<\/p>\n<p>Last week in Ankara, NATO leaders gathered for the ritual family photo and once again <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Ffinancialpost.com%2Fpmn%2Fbusiness-pmn%2Fnato-allies-commit-to-giving-ukraine-military-aid-through-2027&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135927346485%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=MJVZgbPK0Wc7ZZoDBXfXUTVjLcfUOXYHlpev2S5NL94%3D&amp;reserved=0\">pledged<\/a> unwavering support for Ukraine. It was a convergence of principled respect for the survival of a sovereign, peaceful neighboring nation and of mutual self-interest in the face of Putin\u2019s imperial agenda.<\/p>\n<p>The final communiqu\u00e9 was resolute, with defense budgets of NATO members finally rising and continued, generous humanitarian support for Ukraine celebrated with warm, shared applause. Yet despite all of this critical support, the West has had the power to end this war long ago\u2014and at relatively modest cost\u2014had it possessed the consistency to match its spirit with its actions. <\/p>\n<h3><strong>How the private sector fought Putin<\/strong><\/h3>\n<p>Beyond superior military power and a unified diplomatic voice, the West holds overwhelming economic power. The Ankara gathering promoted a comforting fiction of joint action, an exercise in self-congratulation that obscured an uncomfortable truth: the private sector has fought this war with greater consistency and greater courage than many of the governments now praising one another.<\/p>\n<p>We write neither as passive bystanders nor as combatants, but as active parties nonetheless. Within days of Russia\u2019s invasion, our Yale team <a href=\"https:\/\/som.yale.edu\/story\/2022\/over-1000-companies-have-curtailed-operations-russia-some-remain\">mobilized<\/a> nearly 200 volunteer researchers working around the clock\u2014on the ground in Russia and neighboring countries, and deep in customs records, shipping manifests, and corporate filings\u2014to track <a href=\"https:\/\/som.yale.edu\/story\/2022\/over-1000-companies-have-curtailed-operations-russia-some-remain\">every major multinational<\/a> operating in Russia and publicly grade each one from A to F.<\/p>\n<p>That transparency campaign helped <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.congress.gov%2F117%2Fmeeting%2Fhouse%2F115192%2Fwitnesses%2FHHRG-117-BA16-Wstate-SonnenfeldJ-20221115.pdf&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135927363451%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=VV6z1Uha7TAoYuCwyZ7vxGFy8mb1fv6kPT2AffXIx%2B0%3D&amp;reserved=0\">catalyze<\/a> the historic withdrawal of more than 1,200 companies from Russia, the largest voluntary corporate exodus ever recorded. Those firms <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cnbc.com%2F2022%2F08%2F02%2Frussia-faces-economic-oblivion-despite-short-term-resilience.html&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135927387432%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=XQqy%2BXmZOQEk1khmSMRJ8jSZ8VF6FKZ646J4FlGAzVc%3D&amp;reserved=0\">represented<\/a> roughly 40% of Russia\u2019s prewar GDP. Their departure erased three decades of foreign investment in months and went far beyond anything sanctions law required. That distinction matters more than many commentators appreciate. Sanctions and corporate withdrawal are complementary but fundamentally different instruments.<\/p>\n<p>Economic sanctions are coercive tools by which governments compel compliance under threat of legal penalty. Voluntary corporate exits, by contrast, carry moral weight and genuine market power.\u00a0 When boards and CEOs independently concluded that Putin\u2019s Russia had become both legally indefensible and commercially uninvestable, it was a major blow to Putin\u2019s propaganda, his global standing, and his economic position.<\/p>\n<p>These two approaches\u2014government actions and private actions\u2014are designed to function as a one-two punch, much as they did against apartheid South Africa. Sanctions prevent principled firms from being undercut by opportunistic competitors. Corporate withdrawal deprives the Kremlin of what legislation alone cannot reach: technology, capital and legitimacy. For four years, the corporate punch has landed. It is the government punch that has repeatedly been pulled, with western governments repeatedly relaxing sanctions on Russia precisely when they should be tightening them.<\/p>\n<p>Consider the loosening of enforcement of energy sanctions on Russia. In March, April, and May, the Treasury Department repeatedly <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.reuters.com%2Fbusiness%2Fenergy%2Fus-treasury-extend-sanction-waiver-russian-seaborne-oil-source-says-2026-05-18%2F&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135927412329%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=C7G%2Bg6g2f%2F92MdXTaWtLxmbeP5iEP1I3My13ilR%2FRJ0%3D&amp;reserved=0\">issued<\/a> or <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.reuters.com%2Fbusiness%2Fenergy%2Fus-treasury-extend-sanction-waiver-russian-seaborne-oil-source-says-2026-05-18%2F&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135927433944%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=xzGzSMqkgYdZ3c6M8QfEwn0AqfRUgAcGcmfBl9UUwPg%3D&amp;reserved=0\">extended<\/a> general licenses allowing Russian crude already at sea to be sold and unloaded. Officials defended the waivers as measures to stabilize energy markets. The timing could hardly have been worse: the pressure had been on the verge of fracturing Putin\u2019s economic hold. By Dec. 2025, Urals crude had <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.pbs.org%2Fnewshour%2Fworld%2Fu-s-eases-some-sanctions-on-russian-oil-but-crude-prices-remain-high&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135927480822%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=E7cdI6hnEexI%2FyvBfU3DTHJZPIGozv2WPLQsDL1TCJk%3D&amp;reserved=0\">fallen<\/a> below $40 per barrel.<\/p>\n<p>Oil and gas revenues had declined to their smallest share of Russia\u2019s budget in two decades. The International Monetary Fund<a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.atlanticcouncil.org%2Fdispatches%2Foil-waivers-risk-sustaining-russias-war-effort-amid-the-iran-war%2F&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135927577679%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=nU2M9%2BKtGjYCsqck1O0j7xdNiwY0l0hDOiQa1nupPj8%3D&amp;reserved=0\"> projected<\/a> growth of just 0.8 percent. Then came the waivers. Russian crude exports <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Funn.ua%2Fen%2Fnews%2Ftemporary-easing-of-us-sanctions-brought-russia-over-dollar2-billion-in-additional-revenues-sandp-global&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135927673690%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=9A9T7hcvqHn2uQ7w4mXXbzUREiH33NvximC83fTknD8%3D&amp;reserved=0\">climbed<\/a> from 4.9 million barrels per day in February to six million by May, and the failure to enforce Russian energy sanctions has since allowed Putin to continue reaping windfall profits from elevated oil prices.<\/p>\n<h3><strong>How Europe failed Ukraine<\/strong><\/h3>\n<p>If Washington has been inconsistent, much of Europe has been outright contradictory. Consider France. Of the more than 1,500 companies we continue to monitor, <a href=\"https:\/\/som.yale.edu\/story\/2022\/over-1000-companies-have-curtailed-operations-russia-some-remain\">over 1,000<\/a> have reduced or ended their Russian operations beyond anything legally required. <\/p>\n<p>The most significant backsliding has come disproportionately <a href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.yalerussianbusinessretreat.com%2Fsimplified-version&amp;data=05%7C02%7Cjeffrey.sonnenfeld%40yale.edu%7Ccf3e0085c7e141bbf86b08dee268749e%7Cdd8cbebb21394df8b4114e3e87abeb5c%7C0%7C0%7C639197135929564536%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=BtyEBudN49ct40sh3NmDzVZUAplbAQLvlqMgxy0502U%3D&amp;reserved=0\">from<\/a> German, French, Indian, Chinese, and Uzbek firms, all publicly identified and graded in our database. American companies, by and large, kept their word. Too many governments did not.<\/p>\n<h3><strong>How to stop the Kremlin from avoiding sanctions<\/strong><\/h3>\n<p>The question hanging over Ankara was not whether economic pressure works. The real question is whether elected governments can match the determination that so many private companies have already demonstrated. So far, they have come up woefully short. <\/p>\n<p>Making it worse, Russia has found increasingly clever ways to evade existing sanctions, and the existing sanctions regime is plainly failing to keep pace. And yet, it has inexplicably remained beyond the reach of government sanctions.<\/p>\n<p>The prescription is straightforward: deploy a far more complete and comprehensive set of economic sanctions against Russia; dismantle its shadow financing network\u2014A7A5 chief among them\u2014by cutting off the enablers operating within Kyrgyzstan and other intermediary countries; sanction the shadow fleet vessel by vessel to stop the illicit flow of Russian oil; impose meaningful secondary tariffs; and stop accommodating European companies\u2014Total Energies, Airbus, and Raiffeisen among them\u2014whose conduct has actively helped Russia rebuild its economic capabilities.<\/p>\n<p>The historical precedent is instructive. In 1992, Archbishop Desmond Tutu, the towering anti-apartheid voice of South Africa, told one of us that government sanctions against Pretoria had been widely dismissed by the white South African establishment as neo-colonialism, until the private sector joined in with a stampede of some 200 firms exiting the country, led by General Motors, IBM and Coca-Cola.<\/p>\n<p>The lesson was clear then and remains clear now: the coordination of the left hand of government with the right hand of business matters profoundly. Researchers studying <a href=\"https:\/\/spine.osu.edu\/sites\/default\/files\/uploads\/Publications\/2020\/ergonomics_2020_63_4_505-521.pdf\">spinal mechanics<\/a> have demonstrated that lifting a 50-pound object with two hands is biomechanically and neurologically <strong>l<\/strong>ess taxing than lifting two individual 25-pound weights\u2014each hand working alone strains what both hands together could manage with ease.<strong> <\/strong>More than 1,200 companies did their part. They held the line through the grueling years of war, resisting the pull of profits and the pressure of Kremlin retaliation.
