The order exempts some goods that are not produced in the U.S. or that officials worry would disrupt supply chains \u2014 including coffee, beef, oranges and orange juice and aircraft components.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">In a statement late Wednesday, the office of President Luiz In\u00e1cio Lula da Silva refuted the U.S. allegations of unfair trade practices. It said 76% of imports from the United States entered Brazil duty-free in 2025, and said the average tariff effectively applied to U.S. products was only 3.1%.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">It said it has taken steps to impose reciprocal tariffs, along with other trade-related countermeasures. <\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">\u201cBrazil will immediately begin the procedures necessary to invoke the mechanisms provided for under the reciprocity law &#8230; and will also pursue the matter through the World Trade Organization\u2019s dispute settlement mechanism,\u201d it said, referencing a mechanism that allows it to respond with countermeasures.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The United States has for years run a massive trade deficit with the rest of the world, and Trump has cited the lopsided trade numbers to justify his <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/trump-tariffs-supreme-court-trade-deficit-ec2bd8d8d928baafc619a161670d7725\">aggressive use of tariffs<\/a>.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">But Brazilian imports make an unusual target: The U.S. has persistently piled up trade surpluses with Brazil. Last year, in fact, U.S. exports to Brazil exceeded imports by nearly $42 billion; only the United States\u2019 trade surpluses with the Netherlands and the United Kingdom were higher.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The new tariff puts pressure on national exports and increases insecurity for companies in both countries, Brazil\u2019s National Confederation of Industry said in a statement Thursday.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The Trump administration first <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/trump-tariffs-eu-trading-partners-letter-958bafd5f28d600eb0dd55fa8e942f64\">imposed a 50% tariff<\/a> on Brazilian imports last July. He cited what he called a \u201cwitch hunt\u201d against former President Jair Bolsonaro. <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/www.ap.org\/news-highlights\/spotlights\/2025\/trumps-politically-motivated-sanctions-against-brazil-strain-relations-among-old-allies\/\">Trump&#8217;s ally<\/a> was on trial at the time for attempting a coup despite his 2022 electoral defeat to Lula and was later convicted. Some of those <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/brazil-us-tariffs-coffee-beef-trump-7241778cfdfae17e36ffdd15d8a36652\">tariffs were later rescinded<\/a>.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">U.S. President Donald Trump at the time also accused Brazil of unfair trade practices and said he had directed U.S. Trade Representative Jamieson Greer to initiate an investigation under <a class=\"zZygg UbGlr iFzkS qdXbA WCDhQ DbOXS tqUtK GpWVU iJYzE \" data-testid=\"prism-linkbase\" href=\"https:\/\/apnews.com\/article\/trump-tariffs-manufacturing-china-eu-6f4243502a1d8ce6c301f39c083a93e9\">Section 301<\/a> of the Trade Act of 1974.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">That led the office to charge Brazil with lax anti-corruption enforcement and unfair tariffs, among other things, in June.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Lula pointedly referenced that history late Wednesday, blaming the latest round of tariffs on the Bolsonaro family.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Lula\u2019s office also said: \u201cBrazil does not recognize the legitimacy of investigations that are not grounded in the multilateral rules governing international trade.\u201d<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">U.S. Secretary of State Marco Rubio said in a post on X announcing the tariff that they were the result of Lula putting \u201chis own ego ahead of making a deal\u201d and not negotiating with the U.S. in good faith.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Brazil\u2019s government rejected that claim, saying it had \u201cnever left the negotiating table.\u201d <\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">The tariff is likely to increase tensions between the two countries ahead of Brazil\u2019s presidential elections in October, when President Lula is expected to face Sen. Fl\u00e1vio Bolsonaro, a son of former President Jair Bolsonaro.<\/p>\n<p class=\"EkqkG IGXmU nlgHS yuUao lqtkC TjIXL aGjvy \">Fl\u00e1vio Bolsonaro reposted Rubio\u2019s statement, along with the comment: \u201cLula is no longer fit to be the president of Brazil.
