Within 18 months, he said, those capabilities \u2014 plus far graver biological and nuclear threats \u2014 could live inside <a href=\"https:\/\/www.axios.com\/2026\/06\/22\/open-source-ai-china-cost-risk-glm-deepseek\" target=\"_blank\">open-source models<\/a> beyond any government&#8217;s control.<\/p>\n<ul>\n<li>Hassabis emphasized to us that risks will come from the major labs&#8217; more powerful future proprietary models, not just open-source models.<\/li>\n<li>&#8220;What we collectively do now,&#8221; he writes in his manifesto, &#8220;will determine how the next phase of civilization unfolds.&#8221;<\/li>\n<\/ul>\n<p><strong>Behind the scenes:<\/strong> Hassabis has spent months quietly building support for the plan, briefing the Trump administration, fellow lab leaders and European officials before going public.<\/p>\n<ul>\n<li>&#8220;The noises I&#8217;ve been hearing are very positive,&#8221; he said of his talks with the administration, which <a href=\"https:\/\/www.axios.com\/2026\/05\/05\/trump-anthropic-ai-regulation-mythos-cyber\" target=\"_blank\">had embraced<\/a> a <em>laissez-faire<\/em> approach to AI regulation prior to the <a href=\"https:\/\/www.economist.com\/the-world-this-week\/2026\/04\/17\/cover-story-newsletter-the-mythos-moment\" target=\"_blank\">Mythos scare<\/a>.<\/li>\n<li>Hassabis, a scientist who commands rare respect across AI&#8217;s warring camps, says the other major lab leaders agree at a high level: &#8220;This is where the industry needs to go.&#8221;<\/li>\n<li>His timeline is aggressive. &#8220;Months,&#8221; Hassabis said, ideally with the new body operational &#8220;before year-end.&#8221;<\/li>\n<\/ul>\n<p><strong>How it works: <\/strong>Hassabis is proposing an AI standards body modeled on <a href=\"https:\/\/www.finra.org\/index.php\/about\" target=\"_blank\">FINRA<\/a> (Financial Industry Regulatory Authority), the private, industry-funded watchdog that polices Wall Street under SEC oversight.<\/p>\n<ul>\n<li>Frontier labs would initially share their models with the body voluntarily, up to 30 days before release, for safety testing that probes dangerous cyber, biological and &#8220;<a href=\"https:\/\/techcrunch.com\/2025\/09\/18\/openais-research-on-ai-models-deliberately-lying-is-wild\/\" target=\"_blank\">deception<\/a>&#8221; capabilities.<\/li>\n<li>Once the testing regime proves &#8220;effective and robust,&#8221; Hassabis writes, formalization &#8220;could quickly follow.&#8221; That means frontier models would be required to pass before they could be deployed in the U.S. market.<\/li>\n<li>Hassabis envisions a majority-independent board stacked with <a href=\"https:\/\/awards.acm.org\/turing\" target=\"_blank\">Turing Award<\/a> winners and other credentialed experts, alongside industry, government and open-source representatives.<\/li>\n<\/ul>\n<p><strong>The intrigue: <\/strong>The rules would apply to all frontier-class models, &#8220;no matter their country of origin or whether they are open or closed&#8221; \u2014 with the qualifying benchmarks regularly updated as capabilities evolve.<\/p>\n<ul>\n<li>Hassabis predicts the &#8220;frontier&#8221; designation would carry cachet: being tested means you matter. &#8220;I think that&#8217;s a pretty nice, prestige kind of asset to have,&#8221; he told us.<\/li>\n<\/ul>\n<p><strong>The big picture:<\/strong> The Trump administration&#8217;s <a href=\"https:\/\/www.axios.com\/2026\/06\/27\/commerce-anthropic-mythos-restrictions-lift\" target=\"_blank\">improvised crackdown<\/a> on Anthropic&#8217;s Mythos and Fable models last month was &#8220;a bit of a wake-up call,&#8221; Hassabis said \u2014 proof Washington needs something sturdier than ad hoc directives.<\/p>\n<ul>\n<li>Anthropic saw its most powerful models <a href=\"https:\/\/www.anthropic.com\/news\/redeploying-fable-5\" target=\"_blank\">frozen overnight<\/a> by an export-control order, then spent 2\u00bd weeks negotiating their release with no established rules, protocol or playbook.<\/li>\n<li>OpenAI, hoping to avoid the same fate, agreed to restrict GPT-5.6 to government-vetted partners at launch.
