But the housing bill is set to become law after midnight\u2014even without his signature.<\/p>\n<p>\u201cI will not sign the Housing Bill, which has been fully approved by Congress and sent to the White House, in PROTEST over the fact that the United States Senate is not capable of passing THE SAVE AMERICA ACT,\u201d Trump said in a <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116895869064122989\">Truth Social post<\/a>. \u201cTHE SAVE AMERICA ACT\u2019S non-passage is CRAZY, and a serious threat to any politician who votes against it!\u201d<\/p>\n<p>But the housing legislation, which was <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/6644\">formally presented<\/a> to Trump on June 29, is poised to become law anyway. Typically, if Congress is in session, a bill <a href=\"https:\/\/constitution.congress.gov\/browse\/essay\/artI-S7-C2-1\/ALDE_00013644\/\">can become law<\/a> 10 days\u2014excluding Sundays\u2014after it is presented to the President, even if the President doesn\u2019t put their signature on it. For the housing package, that period ends on Friday, meaning that even if Trump doesn\u2019t sign the bill, it will become law after midnight, unless he decides to veto it.<\/p>\n<p>The President didn\u2019t mention the possibility of vetoing the bill in his Truth Social post, and when asked by TIME for clarification on whether he is planning to do so, the White House replied by sending Trump\u2019s Truth Social post.<\/p>\n<p>The housing bill, known as the <a href=\"https:\/\/time.com\/article\/2026\/06\/23\/housing-bill-congress-affordability-supply\/\">21st Century ROAD to Housing Act<\/a>, is a landmark piece of legislation that includes dozens of provisions intended to remove barriers to building homes and lower the cost of housing. The bill passed the House and the Senate last month, with significant support on both sides of the political aisle.<\/p>\n<p><strong>Read More: <\/strong><a href=\"https:\/\/time.com\/article\/2026\/06\/23\/housing-bill-congress-affordability-supply\/\"><em>What to Know About the Landmark Housing Bill Congress Just Passed<\/em><\/a><\/p>\n<p>The White House initially championed the legislation after it passed both chambers of Congress, with Press Secretary <a href=\"https:\/\/time.com\/collections\/time100-next-2025\/7318825\/karoline-leavitt\/\">Karoline Leavitt<\/a> <a href=\"https:\/\/x.com\/PressSec\/status\/2069598788960862561\">calling<\/a> it \u201cone of the most significant pieces of housing affordability legislation in American history\u201d and saying that the bill signing would be \u201canother promise made, promise kept\u201d by Trump.<\/p>\n<p>But less than 24 hours later, the President abruptly <a href=\"https:\/\/time.com\/article\/2026\/06\/24\/trump-housing-bill-save-america-act-voting-restrictions\/\">canceled<\/a> the bill signing, saying that he wouldn\u2019t put his signature on the legislation until Congress passed the SAVE America Act\u2014the <a href=\"https:\/\/time.com\/7280834\/save-act-voting-access-history\/\">controversial legislation<\/a> that, among other provisions, would require people voting in federal elections to show proof of citizenship and photo identification. <\/p>\n<p>Trump has repeatedly characterized the bill as his number one legislative priority, <a href=\"https:\/\/time.com\/article\/2026\/03\/10\/trump-save-america-act-republicans-congress-voter-ID-senate-john-thune\/\">stating<\/a> that he would not sign any other legislation until it has been approved by Congress. The House <a href=\"https:\/\/time.com\/7378333\/voter-id-requirements-house-bill-trump-democrat-cuellar\/\">passed<\/a> the bill in February, but Republicans have <a href=\"https:\/\/thehill.com\/homenews\/senate\/5927978-senate-thune-save-america-act\/\">said<\/a> that the party doesn\u2019t have enough votes for it to pass in the Senate, which has provoked the President\u2019s ire and inflamed tensions between him and Republican lawmakers.<\/p>\n<p>In his Truth Social post on Friday, Trump went on to urge the Senate to \u201cTERMINATE THE FILIBUSTER\u201d to pass the SAVE America Act \u201cand every other Bill that true Republicans have ever dreamt of.\u201d The President has <a href=\"https:\/\/time.com\/article\/2026\/03\/26\/trump-filibuster-senate-republicans-dhs-shutdown-tsa-airports-save-america-voting-bill\/\">called<\/a> for Republicans to end the <a href=\"https:\/\/time.com\/7330524\/what-is-a-filibuster-trump-fights-to-terminate-it\/\">filibuster<\/a> in the past. While some lawmakers in his party have backed the idea, Republican leaders in the Senate have dismissed or objected to it.<\/p>\n<p>Trump took a swipe at Republicans who disagreed with the idea on Friday.<\/p>\n<p>\u201cThe Dumocrats will TERMINATE THE FILIBUSTER, if and when they ever get the chance to do so, in their very first hour\u2014And I will no longer be able to call them Dumocrats again!\u201d he said. \u201cThe title of DUMB will revert to the Republicans who allowed this horrible calamity to happen to our Party, and our Nation, itself!\u201d<\/p>\n<p>Democrats on Friday condemned the President for refusing to sign the housing legislation.<\/p>\n<p>\u201cThe biggest bipartisan housing bill in 30 years is about to become law without any help from Donald Trump, who ran on lowering costs for the middle class, because he\u2019s mad Congress wouldn\u2019t help him suppress the will of voters,\u201d Sen. Tammy Duckworth of Illinois<strong> <\/strong>said in a <a href=\"https:\/\/x.com\/SenDuckworth\/status\/2075600363257008159\">post on X<\/a>. \u201cCan\u2019t imagine a worse hill to die on.\u201d<\/p>\n<p>Sen. Elizabeth Warren of Massachusetts <a href=\"https:\/\/x.com\/SenWarren\/status\/2075586174660325684\">accused<\/a> Trump of caring \u201cso little about bringing down [people\u2019s] housing costs that he\u2019s refusing to sign the biggest housing bill in 30 years.\u201d She went on to assure her constituents that \u201cthe good news\u201d is the bill will become law even without his signature.<\/p>\n<p>\u201cThese days, it\u2019s incredibly rare for Washington to do anything that helps people,\u201d Rep. Jim McGovern of Massachusetts<strong> <\/strong>said in a <a href=\"https:\/\/x.com\/RepMcGovern\/status\/2075607274047848472\">social media post<\/a>. \u201cThis bipartisan affordable housing bill is one of the rare exceptions, but Trump won\u2019t sign it unless Congress lets him rig the midterms.
