The bill as originally published would\u2019ve capped concert ticket resale prices at no more than 10 percent higher than a ticket\u2019s original price.\u00a0Since its introduction, the bill was reduced with an amendment limiting the law to smaller 3,000-capacity or lower venues, removing a majority of the shows that usually draw much of the activity on secondary ticketing sites.<\/p>\n<p class=\"paragraph larva \/\/  a-font-body-m     \">\n\t1720 had garnered support from groups like the National Independent Venue Association, Music Artist Coalition, National Independent Talent Organization and live music giant Live Nation, who argued the bill would help rein in ticket scalpers, who\u2019d be unable to list tickets at extreme markups. The bill faced significant resistance from ticket resale platforms, with <a href=\"https:\/\/www.hollywoodreporter.com\/t\/stubhub\/\" id=\"auto-tag_stubhub_1\" data-tag=\"stubhub\">StubHub<\/a> <a href=\"https:\/\/www.hollywoodreporter.com\/music\/music-industry-news\/stubhub-lobbying-spending-concert-ticket-bill-1236664212\/\" data-type=\"post\" data-id=\"1236664212\">spending a record-high $3.4 million in lobbying expenses <\/a>in California this year fighting the bill, including $2.6 million in this most recent quarter.<\/p>\n<p class=\"paragraph larva \/\/  a-font-body-m     \">\n\tIn a statement on the move, Haney said that he is \u201cgoing to keep working with the coalition of fans, artists, and venues who recognize the urgency of this issue and continue pushing for solutions that put tickets back in the hands of the people they were intended for.\u201d<\/p>\n<p class=\"paragraph larva \/\/  a-font-body-m     \">\n\t\u201cThis isn\u2019t a fringe idea, and it isn\u2019t partisan,\u201d Haney said. \u201cFrom <a data-id=\"1236177183\" data-type=\"post\" href=\"https:\/\/www.hollywoodreporter.com\/music\/music-news\/trump-signs-executive-order-targeting-ticket-scalpers-1236177183\/\">Kid Rock <\/a>to <a data-id=\"1236611845\" data-type=\"post\" href=\"https:\/\/www.hollywoodreporter.com\/music\/music-news\/noah-kahan-vermont-ticket-scalping-bill-law-1236611845\/\">Noah Kahan<\/a>, artists across genres have called for solutions to runaway ticket resale practices. Independent venues have spoken out. Fans have demanded change. Several states and countries have already adopted resale caps because they recognize the urgency of this issue. AB 1720 would have helped remove the incentives that fuel predatory ticket resale while still allowing someone who can\u2019t attend a show to resell their ticket and recover their costs.\u201d<\/p>\n<p class=\"paragraph larva \/\/  a-font-body-m     \">\n\tA rep for StubHub didn\u2019t respond to request for comment on the bill\u2019s failure on Thursday.
