{"id":44578,"date":"2026-08-14T15:12:51","date_gmt":"2026-08-14T10:12:51","guid":{"rendered":"https:\/\/usnews-14267fa.ingress-comporellon.ewp.live\/?p=44578"},"modified":"2026-08-14T15:12:51","modified_gmt":"2026-08-14T10:12:51","slug":"america-has-more-majority-minority-rural-counties-than-urban-and-suburban-ones","status":"publish","type":"post","link":"https:\/\/usnews-14267fa.ingress-comporellon.ewp.live\/?p=44578","title":{"rendered":"America has more majority-minority rural counties than urban and suburban ones"},"content":{"rendered":"<p><script>\r\n  atOptions = {\r\n    'key' : '644b717812d811d6a1c1fc5b6ccd6fa6',\r\n    'format' : 'iframe',\r\n    'height' : 90,\r\n    'width' : 728,\r\n    'params' : {}\r\n  };\r\n<\/script>\r\n<script src=\"https:\/\/www.highperformanceformat.com\/644b717812d811d6a1c1fc5b6ccd6fa6\/invoke.js\"><\/script>\r\n<br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/graphics.axios.com\/2026-08-04-rural-minority\/fallbacks\/2026-08-04-rural-minority-fallback.png\" \/><\/p>\n<div>Data:\u00a0U.S. Census, <a href=\"https:\/\/urldefense.com\/v3\/__https%3A\/\/www.ers.usda.gov\/data-products\/rural-urban-continuum-codes\/documentation__;!!Al82Z4c!wDlIY_LeUs3b0zjBenPvVngwuxhSYdVDHZiji5nML_SONY2ndP56pd55e_VvtwdGJVb8ycjcKOZwUdca9eXuDaKQ$\" target=\"_blank\">USDA<\/a>; Chart: Erin Davis\/Axios Visuals<\/div>\n<p>The U.S. is projected to become <a href=\"https:\/\/www.axios.com\/2021\/08\/15\/diversity-majority-minority-white-american-census\" target=\"_blank\">majority-minority<\/a> in 2046, but hundreds of rural pockets crossed that demographic benchmark years ago, an Axios analysis finds.<\/p>\n<p><strong>Why it matters: <\/strong>The evolving face of rural America, driven both by immigration and increased mobility, has invigorated communities, increased their diversity \u2014 and presented new challenges.<\/p>\n<hr>\n<ul>\n<li>Rural governments dealing with rapid change, for example, often have few interpreters, bilingual election workers or translated materials \u2014 the machinery that turns civil-rights protections into access. <\/li>\n<li>Population shifts, particularly in rural areas, can leave schools, courts and election offices struggling to catch up.<\/li>\n<\/ul>\n<p><strong>The demographic transformations are evident<\/strong> in Kansas and Nebraska, where immigrants work in meatpacking plants, in Hispanic communities in South Texas and mostly Black areas of the South, and in Alaska&#8217;s Native population centers, where white residents are leaving or dying off.<\/p>\n<ul>\n<li>The shifts are putting unprecedented pressure on rural schools, courts, health departments and election offices, which often are cash-strapped with limited personnel. <\/li>\n<li>At the same time, the Trump administration has revoked a longstanding federal language-access directive and narrowed some anti-discrimination enforcement tools.<\/li>\n<\/ul>\n<p><strong>By the numbers:<\/strong> An Axios analysis of federal data finds that 403 U.S. counties \u2014 roughly 12.8% of the national total \u2014 already are majority-minority.<\/p>\n<ul>\n<li>That includes 221 &#8220;non-metro counties&#8221; and 182 counties in urban and suburban metro areas.<\/li>\n<li>The non-metro or rural counties are spread across 27 states and have a combined estimated population of roughly 4.5 million.<\/li>\n<li>Of those rural counties, 205 \u2014 or 92.8% \u2014 had fewer than 50,000 residents, the Axios review found.<\/li>\n<\/ul>\n<p><strong>Zoom in:<\/strong> Texas leads the nation with 57 rural majority-minority counties \u2014 all Hispanic along the Southern border and into the oil-rich Panhandle. Mississippi has 25 such counties, followed by New Mexico with 18, Georgia with 17 and Alaska with 15.<\/p>\n<ul>\n<li>The growing number of majority-minority counties go well beyond those states: In southwestern Kansas, Seward County was about 65% white in 2000; now it&#8217;s 73% nonwhite. There were similar population shifts in nearby Ford and Finney counties. <\/li>\n<\/ul>\n<p><strong>Not all of these rural counties&#8217; populations<\/strong> are tipping demographically for the same reasons.<\/p>\n<ul>\n<li>Counties in the Midwest and Southwest are seeing minority population growth, driven by immigration and higher birth rates.<\/li>\n<li>Meanwhile, many Southern and Appalachian counties are tipping because the white population dying off or leaving faster than people of color.<\/li>\n<\/ul>\n<p><strong>The Axios analysis<\/strong> joined 2020 Decennial Census demographic data with the USDA&#8217;s 2023 Rural-Urban Continuum Codes.<\/p>\n<ul>\n<li>A county is defined as majority-minority when fewer than 50% of residents identify as non-Hispanic white alone. <\/li>\n<li>Nonmetro counties are defined as those falling outside USDA metropolitan labor market boundaries.<\/li>\n<\/ul>\n<p><strong>State of play: <\/strong>Fast-growing Hispanic agricultural hubs and Southern poultry towns are absorbing non-English-speaking populations with little to no federal mandate for bilingual ballots, poll workers or court interpreters.<\/p>\n<ul>\n<li>Federal watchdogs base much of their <a href=\"https:\/\/www.justice.gov\/crt\/language-minority-citizens#:~:text=Section%20203%20targets%20those%20language%20minorities%20that%20have%20suffered%20a%20history%20of%20exclusion%20from%20the%20political%20process%3A%20Spanish%2C%20Asian%2C%20Native%20American%2C%20and%20Alaskan%20Native.\" target=\"_blank\">Section 203 language-assistance coverage<\/a> under the Voting Rights Act on rigid population thresholds, leaving dispersed language-minority communities largely unserved.<\/li>\n<\/ul>\n<p><strong>What they&#8217;re saying:<\/strong> &#8220;Rural, small local governments struggle with service delivery. Period,&#8221; Lisa R.
