was produced by the White House Office of Trade and Manufacturing Policy, which is led by trade adviser Peter Navarro.<\/p>\n<p data-layout-index=\"5\">The report says <a data-omtr-intcmp=\"fnc_politics_article_main-content_article-body_6_5290075\" href=\"https:\/\/www.foxnews.com\/category\/world\/world-regions\/china\" target=\"_blank\" rel=\"noopener noreferrer\">China<\/a> offers the most developed historical example of transshipment.<\/p>\n<p data-layout-index=\"5\">Following the imposition of <a data-omtr-intcmp=\"fnc_politics_article_main-content_article-body_6_5290076\" href=\"https:\/\/www.foxnews.com\/politics\/canadas-prime-minister-refers-us-economic-ties-weakness\" target=\"_blank\" rel=\"noopener noreferrer\">Section 301 tariffs<\/a> on China in 2018, the direct U.S. trade deficit with China fell in 2019 and 2020.<\/p>\n<p data-layout-index=\"5\">&#8220;After their imposition, Chinese exporters increasingly <a data-omtr-intcmp=\"fnc_politics_article_main-content_article-body_6_5290077\" href=\"https:\/\/www.foxnews.com\/category\/world\/trade\" target=\"_blank\" rel=\"noopener noreferrer\">routed goods through third countries<\/a>,&#8221;
