Cyberattacks have become common enough that most people do not take much notice when one occurs, unless it affects them directly.\u00a0<\/p>\n<p>In 2024, there were over\u00a0<a href=\"https:\/\/usafacts.org\/articles\/how-many-cyber-attacks-occur-in-the-us\/\" target=\"_blank\" rel=\"noreferrer noopener\"><u>859 thousand cyberattacks<\/u><\/a>, or nearly 100 per hour on average, with\u00a0<a href=\"https:\/\/usafacts.org\/articles\/how-many-cyber-attacks-occur-in-the-us\/\" target=\"_blank\" rel=\"noreferrer noopener\"><u>financial losses in 2024 alone amounting to nearly $17 billion<\/u><\/a>, up from $2.7 billion in 2018. Amongst all these cyberattacks,\u00a0<a href=\"https:\/\/usafacts.org\/articles\/how-many-cyber-attacks-occur-in-the-us\/\" target=\"_blank\" rel=\"noreferrer noopener\"><u>nearly 4,900<\/u><\/a>\u00a0were against\u00a0<a href=\"https:\/\/www.cisa.gov\/topics\/critical-infrastructure-security-and-resilience\/critical-infrastructure-sectors\" target=\"_blank\" rel=\"noreferrer noopener\"><u>critical infrastructures<\/u><\/a>\u00a0that support our physical and digital economy. However, when\u00a0<a href=\"https:\/\/www.instructure.com\/canvas\" target=\"_blank\" rel=\"noreferrer noopener\"><u>Canvas, a learning management system<\/u><\/a>\u00a0used by K-12, colleges and universities, and corporate training centers to coalesce and deliver educational materials remotely and as well to support in-person delivery, was crippled in May by a\u00a0<a href=\"https:\/\/www.pbs.org\/newshour\/nation\/canvas-system-used-by-thousands-of-schools-is-back-online-after-a-cyberattack-created-chaos\" target=\"_blank\" rel=\"noreferrer noopener\"><u>ransomware<\/u><\/a>\u00a0<a href=\"https:\/\/www.cbsnews.com\/news\/cyberattack-shutters-canvas-learning-platform-for-schools-across-us\/\" target=\"_blank\" rel=\"noreferrer noopener\"><u>cyberattack<\/u><\/a>, its impact on millions of people could not be ignored.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\">\n<\/aside>\n<p>Cyberattacks highlight which centralized data management sites can cripple critical infrastructure, affecting service for millions of people.<\/p>\n<p>One that impacts over\u00a0<a href=\"https:\/\/www.tsa.gov\/travel\/passenger-volumes\" target=\"_blank\" rel=\"noreferrer noopener\"><u>2.5 million people every day is air travel<\/u><\/a>, a system that relies on\u00a0<a href=\"https:\/\/phptravels.com\/blog\/airline-management-system-guide-for-modern-airlines\" target=\"_blank\" rel=\"noreferrer noopener\"><u>highly centralized data management<\/u><\/a>, including how airline tickets are processed, how crews are scheduled, and how airplane ground operations are executed. The\u00a0<a href=\"https:\/\/coaxsoft.com\/blog\/airline-reservation-system-explained\" target=\"_blank\" rel=\"noreferrer noopener\"><u>passenger service system<\/u><\/a>, which includes the airline reservation system, oversees the entire life cycle of air passengers.\u00a0<\/p>\n<p>These systems have evolved over time, increasing in both functionality and complexity.\u00a0For example, these systems allow travel agents to sell tickets and assign seats on airplanes. Centralizing air travel management makes the entire air travel system more efficient and fluid. However, such centralization also makes it more vulnerable to cyberattacks that can bring air travel to a standstill. <\/p>\n<p>Recall that\u00a0<a href=\"https:\/\/www.pbs.org\/newshour\/world\/cyberattack-disrupts-systems-at-several-major-european-airports-delaying-travel\" target=\"_blank\" rel=\"noreferrer noopener\"><u>air travel was disrupted at several European airports in 2025 when a cyberattack made it necessary to manually process travelers<\/u><\/a>. Returning to such a manual paper model for processing the roughly\u00a0<a href=\"https:\/\/www.tsa.gov\/travel\/passenger-volumes\" target=\"_blank\" rel=\"noreferrer noopener\"><u>2.5 to 3 million passengers who travel each day<\/u><\/a>\u00a0in the U.S. would bring the air system to a halt. It would also make it more difficult for the\u00a0<a href=\"https:\/\/www.tsa.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\"><u>Transportation Security Administration<\/u><\/a>\u00a0to perform the necessary\u00a0<a href=\"https:\/\/www.tsa.gov\/travel\/security-screening\" target=\"_blank\" rel=\"noreferrer noopener\"><u>checks on travelers<\/u><\/a>, weakening the aviation security infrastructure that is relied upon to keep the\u00a0<a href=\"https:\/\/nasstatus.faa.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\"><u>national airspace system<\/u><\/a>\u00a0secure.<\/p>\n<p>Even a seemingly benign\u00a0<a href=\"https:\/\/www.cbsnews.com\/texas\/news\/american-airlines-ground-stop-nationwide-it-outage-faa\/\" target=\"_blank\" rel=\"noreferrer noopener\"><u>computer outage, like what happened with American Airlines on July 28,<\/u><\/a>\u00a0demonstrated how vulnerable cyber physical system have become, even if disruptions occur without nefarious intent.<\/p>\n<p>A widespread disruption occurred with the\u00a0<a href=\"https:\/\/www.ibm.com\/think\/news\/recent-crowdstrike-outage-what-you-should-know\" target=\"_blank\" rel=\"noreferrer noopener\"><u>CrowdStrike software update bug in July 2024<\/u><\/a>. Given its impact on Windows operating systems,\u00a0<a href=\"https:\/\/www.cirium.com\/thoughtcloud\/crowdstrike-it-outage-what-does-it-mean-for-airline-industry\/\" target=\"_blank\" rel=\"noreferrer noopener\"><u>airlines were forced to resort to manual check-in processes for flights and using paper tickets<\/u><\/a>. <a href=\"https:\/\/technologymagazine.com\/articles\/delta-crowdstrike-global-it-outage-explained\" target=\"_blank\" rel=\"noreferrer noopener\"><u>Delta Airlines estimated that the cost of the disruption to them alone was around $500 million<\/u><\/a>, given the number of flights affected and the cost of refunds that it was forced to issue as flights had to be cancelled. <\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\">\n<\/aside>\n<p>This disruption was not a cyberattack, but rather, an operating system update bug for the CrowdStrike security software. Nonetheless, such \u201cfriendly fire\u201d wreaked substantial economic and operational damages for thousands of organizations, demonstrating the impact of a centralized data management system disruption.\u00a0<\/p>\n<p>Numerous other\u00a0<a href=\"https:\/\/www.cisa.gov\/topics\/critical-infrastructure-security-and-resilience\/critical-infrastructure-sectors\" target=\"_blank\" rel=\"noreferrer noopener\"><u>critical infrastructures<\/u><\/a>\u00a0use centralized management systems or hybrid variations. Such systems make the oversight of these infrastructures more efficient. They also make them more susceptible to cyberattacks, with the potential to temporarily disable components of our digital economy. For example, the\u00a0<a href=\"https:\/\/www.federalreserve.gov\/aboutthefed\/fedexplained\/who-we-are.htm\" target=\"_blank\" rel=\"noreferrer noopener\"><u>Federal Reserve<\/u><\/a>\u00a0is decentralized across 12 Federal Reserve banks across the nation. Yet many\u00a0<a href=\"https:\/\/www.atlantafed.org\/what-we-study\/payments\/2026\/02\/23\/understanding-the-fed-five-things-you-should-know-about-payment-systems\" target=\"_blank\" rel=\"noreferrer noopener\"><u>financial transactions pass through the Federal Reserve<\/u><\/a>\u00a0system, making it a hybrid centralized system. If any sector of this network is compromised,\u00a0<a href=\"https:\/\/www.moderntreasury.com\/journal\/what-happens-when-the-fed-goes-down\" target=\"_blank\" rel=\"noreferrer noopener\"><u>payments may get delayed and financial activity can be slowed<\/u><\/a>.\u00a0<\/p>\n<p>Centralization has the potential to enhance efficiency. It also creates vulnerabilities. The tradeoff between benefits and risks is at the fulcrum of how complex systems are designed and operate. Our digital economy demands that this tradeoff be measured constantly.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\">\n<\/aside>\n<p>The good news is that the benefits are often accrued frequently, while efforts to minimize the risks typically prevent the worst outcomes from occurring most of the time. However, as was experienced with Canvas, bad outcomes do eventually surface.<\/p>\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/thehill.com\/submitting-opinion-content\/\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"121\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/11\/op2.png?w=600\" alt=\"\" class=\"wp-image-4329764\" srcset=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/11\/op2.png?resize=600,121 600w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/11\/op2.png?resize=300,61 300w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/11\/op2.png?resize=50,10 50w\" sizes=\"auto, (max-width: 899px) 100vw, 600px\"\/><\/a><\/figure>\n<p>This is the price for enjoying the benefits of a highly connected digital economy, which most of us freely participate in, and which we have become accustomed to paying for, even if we do not fully understand its full cost and the risks that are persistently present.\u00a0<\/p>\n<p>Rare events, by their very nature, do not occur often. Yet when they do occur, their impact can be highly disruptive and costly. With critical infrastructures in our digital economy, they can be debilitating.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\">\n<\/aside>\n<p><em>Sheldon\u00a0H.
