Gov. Gavin Newsom has two months to sign the bill into law, barring a veto that would be surprising because of the lack of opposition.<\/p>\n<p>The bill does not mandate the Angels \u2014 playing under a Los Angeles name in Anaheim\u2019s city-owned stadium \u2014 revert to the Anaheim Angels name.<\/p>\n<p>However, at a time teams in all sports seek to <a class=\"link\" href=\"https:\/\/www.latimes.com\/sports\/dodgers\/story\/2025-07-15\/baseball-revenue-atlanta-players-union-owners\">boost profits by surrounding venues with shops, restaurants, hotels, and other attractions,<\/a> the bill provides Anaheim with <a class=\"link\" href=\"https:\/\/www.latimes.com\/sports\/angels\/story\/2026-06-18\/anaheim-angels-new-stadium-youth-sports-complex\">an inducement for the Angels<\/a>: If the city obtains an exemption from a state law requiring affordable housing to be prioritized in any such development \u2014 potentially maximizing revenue for the team \u2014 then the team must be called the Anaheim Angels.<\/p>\n<p>Angels owner Arte Moreno has twice reached deals with the city to develop the land, only to see <a class=\"link\" href=\"https:\/\/www.latimes.com\/sports\/angels\/story\/2022-05-24\/anaheim-city-council-votes-unanimously-to-kill-the-sale-of-angel-stadium\">the city walk away<\/a> both times. In the last deal, he <a class=\"link\" href=\"https:\/\/www.latimes.com\/sports\/angels\/story\/2019-12-20\/angels-anaheim-stadium-sale-vote-arte-moreno\">rejected the city\u2019s request<\/a> to rename the team the Anaheim Angels.<\/p>\n<p>Moreno has shown no public interest in a third negotiation with the city, and the Angels\u2019 current stadium lease <a class=\"link\" href=\"https:\/\/www.latimes.com\/sports\/angels\/story\/2025-02-05\/angels-extend-their-angel-stadium-lease-committing-to-the-venue-through-2032\">extends through 2032<\/a>, with the team having options to extend the lease through 2038.<\/p>\n<p>By year\u2019s end, the city has said it anticipates the release of a <a class=\"link\" href=\"https:\/\/www.latimes.com\/sports\/story\/2025-02-18\/anaheim-angel-stadium-arte-moreno\">long-awaited property assessment<\/a>, which is expected to show Angel Stadium needs hundreds of millions of dollars in upgrades to remain viable for the long-term. The city and team may not agree on who should pay for them, and real estate development around the stadium could be part of the solution for funding a new or renovated stadium.<\/p>\n<p>Moreno turns 80 this week. Should he decide to sell the Angels, the city could use the exemption as leverage in discussions with a new owner. Any new owner could have leverage of his own: Once the Angel Stadium lease expires, the owner would be <a class=\"link\" href=\"https:\/\/www.latimes.com\/sports\/angels\/story\/2026-03-25\/angels-future-once-teams-stadium-lease-expires\">free to move out of Anaheim<\/a>.<\/p>\n<p>The bill required five votes between the Assembly and Senate.
