Hanna on Friday issued a preliminary injunction that temporarily blocks Measure B, a citizens\u2019 initiative <a class=\"link\" href=\"https:\/\/results.enr.clarityelections.com\/CA\/Shasta\/126486\/web.345435\/#\/summary\" target=\"_blank\">approved<\/a> by 56% of voters in the June primary. <\/p>\n<p>None of the measure\u2019s sweeping changes will be implemented for the November general election, and all active registered voters in Shasta County will receive ballots by mail, as mandated by state law, the county said in <a class=\"link\" href=\"https:\/\/www.shastacounty.gov\/county-administrative-office\/page\/implementation-measure-b-delayed-status-quo-november-election\" target=\"_blank\">a statement<\/a>. <\/p>\n<p>California Atty. Gen. Rob Bonta and Secretary of State Shirley Weber, the state\u2019s top elections official, sued Shasta County in mid-June, days after the primary, arguing that Measure B violates multiple state election laws and must be struck down before the November election. <\/p>\n<p>The case initially was filed in California\u2019s 3rd District Court of Appeal, but judges there <a class=\"link\" href=\"https:\/\/www.courthousenews.com\/california-fails-to-get-shasta-county-voter-id-law-invalidated\/\" target=\"_blank\">declined to review it<\/a>, saying the case first should proceed through the trial court. <\/p>\n<p>In his ruling last week, <a class=\"link\" href=\"https:\/\/oag.ca.gov\/system\/files\/attachments\/press-docs\/1428001.pdf\" target=\"_blank\">Hanna wrote that<\/a> he was halting implementation of Measure B while the case proceeds because allowing it to go into effect now \u201cwould likely result in the disenfranchisement of many Shasta County voters who would be clearly eligible to vote under state law, but would not meet the improperly narrow criteria to vote under Measure B.\u201d <\/p>\n<p>The measure, Hanna wrote, \u201cseeks to create a whole new electoral system that would require creation of new voter rolls and re-registration of existing voters.\u201d Doing so \u201cwould be \u201cdifficult under normal time frames, let alone three months before the November general election.\u201d <\/p>\n<p>Hanna cited the state\u2019s \u201chigh likelihood\u201d of success in the lawsuit. <\/p>\n<p>Weber said in a statement that the judge\u2019s decision \u201cmade clear what we already know \u2014 creating unnecessary barriers does not strengthen our democracy, it weakens it.\u201d<\/p>\n<div class=\"enhancement\" data-click=\"enhancement\" Times)<\/p>\n<\/p><\/div>\n<\/figure><\/div>\n<p>The Shasta Election Task Force, the citizens\u2019 group that wrote the initiative and collected thousands of signatures to get it on the ballot, <a class=\"link\" href=\"https:\/\/sites.google.com\/view\/saveshastaelections\/home\/press-releases?authuser=0\" target=\"_blank\">said in a statement<\/a> that Measure B \u201cwas enacted by the voters\u201d and that they do not believe the state has established a lawful basis for blocking it \u201cmerely because Sacramento objects to the election reforms they adopted.\u201d <\/p>\n<p>The fight over election integrity in mostly-rural, deeply conservative Shasta County comes as President Trump \u2014 who remains <a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/story\/2026-07-16\/trump-claims-voting-vulnerabilities-prime-time-speech\">fixated on his 2020 election loss<\/a> \u2014 is calling for the federal government<a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/story\/2026-02-04\/california-leaders-decry-trump-call-to-nationalize-election\"> to \u201cnationalize\u201d<\/a> state-run elections and fighting to <a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/story\/2026-08-03\/democratic-states-urge-supreme-court-to-block-trumps-new-limits-on-mail-ballots\">restrict voting by mail<\/a>.<\/p>\n<p>Measure B gained popularity amid <a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/story\/2026-06-04\/trump-without-proof-claims-cheating-in-california-vote-says-federal-probe-underway\">Trump\u2019s baseless claims<\/a> of cheating. California\u2019s <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/newsletter\/2026-06-03\/california-election-vote-count-speed\">anticipated<\/a> but <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-06-14\/californias-slow-vote-count-stirs-frustration-but-changes-would-be-hard\">painfully slow vote count<\/a> after the June primary \u2014 largely the result of the labor-intensive process for tallying millions of mailed ballots \u2014 only fueled such claims. But it also prompted Gov. Gavin Newsom and Democratic state lawmakers this summer <a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/newsletter\/2026-07-02\/california-vote-counting-trump-supreme-court\">to allocate $40 million<\/a> to help counties speed up the process. <\/p>\n<p>The citizens\u2019 initiative approved in Shasta County would limit voting by mail, the method used by <a class=\"link\" href=\"https:\/\/www.sos.ca.gov\/administration\/news-releases-and-advisories\/2024-news-releases-and-advisories\/secretary-state-shirley-n-weber-phd-has-certified-results-california-november-5-2024-general-election\" target=\"_blank\">an overwhelming majority<\/a> of Californians, to only \u201cthe infirm, military, and U.S. citizens living overseas.\u201d <\/p>\n<p>Measure B would require elections to be held in person on a single day and create a separate county voter registration system disconnected from the state\u2019s uniform system. It also would require residents to present government-issued photo identification to cast a ballot (as would a <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-04-24\/assemblymember-carl-demaios-ballot-measure-will-be-considered-by-voters-in-november\">statewide ballot measure<\/a> that voters will decide upon in November). <\/p>\n<p>The measure <a class=\"link\" href=\"https:\/\/live-awp-norcal.pantheonsite.io\/app\/uploads\/2026\/07\/2026.07.10-Shasta-Measure-B-Amicus-Brief.pdf\" target=\"_blank\">drew steep opposition<\/a> from numerous civil and voting rights organizations \u2014 including the ACLU, the League of Women Voters, Disability Rights California, the Asian Law Caucus, and Asian Americans Advancing Justice Southern California \u2014 who said it <a class=\"link\" href=\"https:\/\/www.aclunorcal.org\/press-releases\/aclu-northern-california-shasta-tehama-trinity-chapter-and-league-of-women-voters-statement-in-opposition-to-shasta-county-measure-b\/\" target=\"_blank\">would disenfranchise voters<\/a>. <\/p>\n<p>One prominent supporter of Measure B <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/newsletter\/2026-05-28\/shasta-county-voters-to-consider-election-reform-measure-but-is-it-illegal\">told The Times in May<\/a> that he expected the county to be sued if voters approved it. <\/p>\n<p>\u201cWe don\u2019t like the state laws,\u201d said Richard Gallardo, a leader of Save Shasta Elections. \u201cWe want to enact our own local election reform. \u2026 There\u2019s a lot in there, so, yes, we do expect the state to sue us.\u201d<\/p>\n<p>Gallardo, an election integrity activist who once tried, unsuccessfully, to place all of the county supervisors <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2022-11-09\/red-california-midterm-election-threats-fraud\">under citizen\u2019s arrest<\/a> during the COVID-19 pandemic, is among the \u201creal parties in interest\u201d named in the state\u2019s lawsuit. At right is then-assistant county registrar Joanna Francescut.<\/p>\n<p>(Mel Melcon \/ Los Angeles Times)<\/p>\n<\/p><\/div>\n<\/figure><\/div>\n<p>In recent years, the election skepticism movement bolstered by Trump has found a strong foothold in Shasta County. <\/p>\n<p>In 2023, the Shasta County Board of Supervisors, swept up in unfounded election fraud allegations promoted by the president, <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2023-04-28\/shasta-county-roils-from-decision-to-dump-dominion-voting-machines\">ditched Dominion voting machines<\/a> and <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2023-03-01\/shasta-cuts-tied-with-dominion-amid-unfounded-voting-fraud-claims\">opted to hand-count ballots<\/a> for the county\u2019s more than 110,000 registered voters \u2014 quickly prompting <a class=\"link\" href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320240AB969\" target=\"_blank\">a new state law<\/a> that banned them from doing so.<\/p>\n<p>Last year, the supervisors appointed Clint Curtis \u2014 a Florida-based attorney whose <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/newsletter\/2026-05-28\/shasta-county-voters-to-consider-election-reform-measure-but-is-it-illegal\">claims about rigged voting machines<\/a> stretch back to <a class=\"link\" href=\"https:\/\/www.youtube.com\/watch?v=q_fxAluYca8\" target=\"_blank\">the early 2000s<\/a> \u2014 to be the Shasta County registrar of voters, a position vacated by two previous registrars who resigned for health reasons, saying they were exacerbated by the stress of the job. <\/p>\n<p>Curtis promptly eliminated nine of the vast county\u2019s 13 ballot drop boxes. He accused his predecessors in the registrar\u2019s office, without evidence, of stuffing ballots to sabotage conservative Republicans.
