Trump is spoiling the celebration"},"content":{"rendered":"<p><script>\r\n  atOptions = {\r\n    'key' : '644b717812d811d6a1c1fc5b6ccd6fa6',\r\n    'format' : 'iframe',\r\n    'height' : 90,\r\n    'width' : 728,\r\n    'params' : {}\r\n  };\r\n<\/script>\r\n<script src=\"https:\/\/www.highperformanceformat.com\/644b717812d811d6a1c1fc5b6ccd6fa6\/invoke.js\"><\/script>\r\n<br \/>\n<\/p>\n<div xmlns:default=\"http:\/\/www.w3.org\/2000\/svg\" data-element=\"story-body\" data-subscriber-content=\"\">\n<p>A guy who owns a beach resort on the coast of Florida, where hundreds of miles of overdeveloped shores are threatened by increasingly severe storms driven by global warming, is trying to tell Californians how best to manage our coast.<\/p>\n<p>Guess who.<\/p>\n<p>It\u2019s not that we needed the help. If there\u2019s any thought to adding an eighth wonder of the world to the current lineup of seven, I\u2019d nominate the 1,100-mile treasure that kisses Oregon on one end and Mexico on the other. And it\u2019s not by accident that coastal habitats are aggressively protected and most of the shoreline is free of mega resorts and architectural clutter.<\/p>\n<p>A half century ago, Californians rose up against the threat of over-development. By the will of the people, the coast was enshrined in state law as a precious public asset accessible to the many, not a private playground fenced off for the few.<\/p>\n<p>This year marks the<a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-02-14\/in-50-year-fight-to-protect-californias-coast-theyre-still-at-it-in-their-80s\"><u> 50th anniversary of the Coastal Act,<\/u><\/a> and just as we begin the party, President Trump and his minions are scheming to pump some crude oil into the punch bowl.<\/p>\n<p>And here\u2019s how:<\/p>\n<p>Going back to the 1970s, under the Coastal Zone Management Act, California has gotten high marks from the feds for the way in which its coastal regulatory agencies work with D.C. to manage federal projects. But now the state is under attack, which could mean that millions in federal dollars will be clawed back and the state\u2019s voice muted.<\/p>\n<p>So what horrible sins have we committed?<\/p>\n<p>Sit down and take a deep breath.<\/p>\n<p>We\u2019re being <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-06-26\/trump-administration-takes-aim-california-coastal-commission\"><u>accused of \u201cenvironmental extremism.\u201d<\/u><\/a> <\/p>\n<p>It\u2019s just been far too many years of paying attention to water quality and vehicle and industrial emissions and all the rest. Imagine how that comes across to a president who wouldn\u2019t admit to climate change if his putter melted in his hands or Mar-a-Lago became a swim-up hotel.<\/p>\n<p>As penance for our crimes, U.S. Commerce Secretary Howard Lutnick (the one who labeled us environmental extremists) ordered the National Oceanic and Atmospheric Administration, or NOAA, to conduct \u201ca full, formal review\u201d of the state\u2019s coastal management program.<\/p>\n<p>\u201cCalifornia has repeatedly and unfoundedly obstructed spaceport development,\u201d Lutnick declared, referencing a dispute over how many rockets Elon Musk\u2019s Space X can launch from the U.S. military\u2019s Vandenberg base. (Per the California Coastal Commission, many of the launches are for private interests rather than military purposes, and even the<a class=\"link\" href=\"https:\/\/www.federalregister.gov\/documents\/2024\/04\/10\/2024-07559\/takes-of-marine-mammals-incidental-to-specified-activities-taking-marine-mammals-incidental-to-us\" target=\"_blank\"><u> federal government has noted<\/u><\/a> that the thunderous sonic booms take a toll on sea life and humans.)<\/p>\n<p>We\u2019re also allegedly blind to basic economics and the preferences of the Trump administration when it comes to \u201coffshore oil production, maintenance of pipelines and desalination.\u201d And we need to fall into line in \u201cremoving regulatory barriers that hinder U.S. technological and economic leadership while responsibly stewarding coastal resources.\u201d<\/p>\n<p>Where to begin?<\/p>\n<p>I thought California had the world\u2019s fourth-largest economy, with technology as a primary driver. In fact, it\u2019s just been reported that we drew <a class=\"link\" href=\"https:\/\/www.latimes.com\/business\/story\/2026-07-10\/billionaire-exodus-california-attracted-10-times-more-venture-capital-than-any-other-state\"><u>10 times more venture capital<\/u><\/a> than any other state this year, with AI leading the way. If one or two other states matched our output, imagine the boasting Trump could do, legitimately, about the economy.<\/p>\n<p>And while the administration seems intent on tapping more offshore oil, it\u2019s <a class=\"link\" href=\"https:\/\/apnews.com\/article\/trump-offshore-wind-energy-climate-interior-invenergy-2809c57fa04b59a21927631b91b4b69f\" target=\"_blank\"><u>toppling the nation\u2019s offshore wind projects<\/u><\/a> while the planet suffers through blistering, <a class=\"link\" href=\"https:\/\/www.cbc.ca\/news\/world\/britain-western-europe-extreme-heat-alert-9.7245442\" target=\"_blank\"><u>deadly heat waves<\/u><\/a> directly related to greenhouse gas emissions from the<a class=\"link\" href=\"https:\/\/www.cnn.com\/2026\/07\/01\/climate\/heat-waves-europe-us-el-nino-warming\" target=\"_blank\"><u> burning of fossil fuels<\/u><\/a>.<\/p>\n<p>If the president\u2019s blowtorch buddies want to call us \u201cenvironmental extremists\u201d for not burying our heads in the sand, it\u2019s a badge of honor.<\/p>\n<p>And another thing.<\/p>\n<p>If Trump is so intent on keeping the world\u2019s oil supply flowing, maybe he shouldn\u2019t have bungled his way into a senseless war that has handed Iran the keys to the global gas pump, spiking prices for everyone.<\/p>\n<p>By the way, it\u2019s not as if the primary coastal regulatory agency in the state \u2014 the California Coastal Commission \u2014 has said nothing but \u201cno\u201d over the years to oil projects and desalination plants.<\/p>\n<p>\u201cWhen you look at the Coastal Act, it doesn\u2019t prohibit offshore oil and gas production and we approved a lot of it,\u201d said <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2020-12-31\/susan-hansch-coastal-commission\"><u>Susan Hansch<\/u><\/a>, who retired from a top administrative position in 2021 after 47 years at the Coastal Commission. \u201cIt just has to be done correctly.\u201d<\/p>\n<p>The commission has also <a class=\"link\" href=\"https:\/\/www.latimes.com\/environment\/story\/2022-11-18\/desalination-project-wins-approval-despite-equity-concerns\"><u>approved multiple desalination plants<\/u><\/a>, but four years ago <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2022-05-12\/residents-celebrate-as-california-coastal-commission-rejects-plan-for-huntington-beach-desalination-plant\"><u>rejected one proposed for Huntington Beach<\/u><\/a>, despite support for it from Gov. Gavin Newsom. It has worked many a critic into a lather, with complaints that the agency has stood in the way <a class=\"link\" href=\"https:\/\/www.abc10.com\/article\/news\/politics\/newsom-and-trump-align-in-criticizing-corporate-investors-amid-the-california-housing-crisis\/103-81104069-2e38-4895-b554-b4400f7d1a55\" target=\"_blank\"><u>of housing development<\/u><\/a> during the state\u2019s mounting shortage, and that its permitting process is the equivalent of a years-long root canal.<\/p>\n<p>Former Gov. Jerry Brown, who signed the Coastal Act into law in 1976, once called the commissioners \u201c<a class=\"link\" href=\"https:\/\/calmatters.org\/politics\/2016\/01\/jerry-browns-complicated-relationship-with-environmentalists\/\" target=\"_blank\"><u>bureaucratic thugs.\u201d<\/u><\/a> <\/p>\n<p>And Trump has feuded with the agency over, among other things, a 70-foot-tall flagpole erected on his Rancho Palos Verdes golf course without a permit. Last year, Trump envoy Ric Grenell said the <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-02-21\/top-trump-aide-says-conditions-on-federal-aid-to-l-a-will-target-coastal-commission\"><u>Coastal Commission was a \u201cdisaster\u201d and must \u201cabsolutely be defunded,\u201d<\/u><\/a> calling commissioners unelected and \u201ccrazy woke left.\u201d<\/p>\n<p>Getting rid of the commission, he said, \u201cis going to make California better.\u201d<\/p>\n<p>I don\u2019t think so.<\/p>\n<p>Ten years ago, I had <a class=\"link\" href=\"https:\/\/www.latimes.com\/local\/california\/la-me-ln-lopez-coast--saved--20160721-snap-story.html\"><u>the privilege of traveling the length of the state<\/u><\/a> and meeting some of the heroes of the coast going back to the 1960s.<\/p>\n<p>They were there when the devastating <a class=\"link\" href=\"https:\/\/www.latimes.com\/local\/lanow\/la-me-ln-santa-barbara-oil-spill-1969-20150520-htmlstory.html\">Santa Barbara oil spill<\/a> blackened beaches, turned the shoreline into a wildlife graveyard, and galvanized grassroots defense of the coast.<\/p>\n<p>When plans by PG&amp;E to build a nuclear power plant at heavenly Bodega Head triggered an uprising.<\/p>\n<p>When a massive Sonoma Coast residential development pitch sparked fears that beach access would be lost.<\/p>\n<p>In 1972, ordinary Californians circulated petitions, knocked on doors, and rode bicycles down the coast,<a class=\"link\" href=\"https:\/\/coastsidebuzz.com\/documentary-to-save-our-coast-proposition-20-1972-and-the-creation-of-the-california-coastal-commission\/\" target=\"_blank\"> rallying support for Proposition 20,<\/a> which aimed to regulate coastal development. It passed despite a massive opposition campaign from corporate, industrial and real estate interests.<\/p>\n<p>That victory led, four years later, to the Coastal Act and creation of the Coastal Commission, whose job was to balance sensible development, habitat protection and conservation, and equitable public access.<\/p>\n<p>Richard Charter, an Ocean Foundation senior fellow, told me in Bodega a decade ago that the California coast is \u201ca public miracle\u201d that was protected by ordinary people who saw it as \u201ca global treasure.\u201d<\/p>\n<p>The Coastal Act has led to the creation of 2,500 public beach access points in the state, and its greatest achievements include wetlands not plowed, habitats not destroyed, and the preservation of countless mesmerizing vistas where land meets sea and California leaves you in speechless, grateful awe.<\/p>\n<p>At Tuesday\u2019s Coastal Commission meeting, Jennifer Savage of the Surfrider Foundation stepped to the microphone and said to commissioners:<\/p>\n<p>\u201cSurfrider sees this federal review as a politically motivated attempt to strip California of the coastal protections that our communities and our marine ecosystems depend on, and Surfrider stands with you, and we will fight this every step of the way.\u201d<\/p>\n<p>If you\u2019d like to join that fight, you can speak in person or remotely when NOAA hosts public hearings Aug. 10-12 in Santa Monica. You can find more details on the <a class=\"link\" href=\"https:\/\/www.surfrider.org\/news\/the-public-comment-period-is-open-heres-how-to-defend-californias-coast\" target=\"_blank\"><u>Surfrider Foundation website<\/u><\/a>.<\/p>\n<p>One of the early leaders of the Coastal Commission, the late Peter Douglas, anticipated these trials and uttered a phrase I\u2019ve repeated many times over the years.
