{"id":3592,"date":"2026-07-11T10:30:05","date_gmt":"2026-07-11T05:30:05","guid":{"rendered":"https:\/\/usnews-14267fa.ingress-comporellon.ewp.live\/?p=3592"},"modified":"2026-07-11T10:30:05","modified_gmt":"2026-07-11T05:30:05","slug":"inside-mike-johnsons-deja-vu-cycle-of-failed-rule-votes","status":"publish","type":"post","link":"https:\/\/usnews-14267fa.ingress-comporellon.ewp.live\/?p=3592","title":{"rendered":"Inside Mike Johnson&#039;s d\u00e9j\u00e0 vu cycle of failed rule votes"},"content":{"rendered":"<p><script>\r\n  atOptions = {\r\n    'key' : '644b717812d811d6a1c1fc5b6ccd6fa6',\r\n    'format' : 'iframe',\r\n    'height' : 90,\r\n    'width' : 728,\r\n    'params' : {}\r\n  };\r\n<\/script>\r\n<script src=\"https:\/\/www.highperformanceformat.com\/644b717812d811d6a1c1fc5b6ccd6fa6\/invoke.js\"><\/script>\r\n<br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/images.axios.com\/z_JRtfTgln-zIQqFkXRJM2W3iTM=\/0x571:5481x3654\/1366x768\/2026\/07\/06\/1783358936579.jpeg\" \/><\/p>\n<p>Speaker Mike Johnson will face the same problem next week that he faced last week: a bloc of Republicans willing to shut down the House floor over the GOP&#8217;s signature election bill, the <a href=\"https:\/\/www.axios.com\/2026\/06\/30\/house-republicansstuck-save-america-act\" target=\"_blank\">SAVE Act<\/a>.<\/p>\n<p><strong>Why it matters:<\/strong> It&#8217;s difficult to see how Johnson (R-La.) will overcome the paralysis that has overtaken the House floor \u2014 and Republicans across the conference are increasingly frustrated.<\/p>\n<hr>\n<ul>\n<li>Johnson presided over the ninth failed <a href=\"https:\/\/www.axios.com\/2026\/02\/13\/speaker-johnson-house-slim-majority-rule-rebellions-thomas-massie\" target=\"_blank\">rule vote<\/a> of his less-than-three-year-long speakership last week, this one tanked by 13 of his members. <\/li>\n<li>Frustration in the conference with a small band of conservatives who keep using procedural rule votes \u2014 once a rubber stamp for the majority \u2014 as leverage to force action on unrelated priorities extends well beyond the speaker and his leadership team.<\/li>\n<li>It was the fifth failed vote on a rule in this Congress, and the 12th since Republicans took the majority in January 2023. Before that, a rule hadn&#8217;t failed in <a href=\"https:\/\/www.notus.org\/analysis\/congress-there-are-no-rules-mike-johnson-republicans-legislation\" target=\"_blank\">two decades<\/a>. <\/li>\n<\/ul>\n<p><strong>Driving the news: <\/strong>For the last two working weeks, Johnson was forced to scrap planned legislative business and end the House&#8217;s week early after his members took down a rule vote.<\/p>\n<ul>\n<li>The bulk of those members tanked last week&#8217;s vote on the National Defense Authorization Act because it doesn&#8217;t include an amendment on the <a href=\"https:\/\/www.axios.com\/2026\/06\/25\/mike-johnson-trump-save-america-act\" target=\"_blank\">SAVE Act<\/a>.<\/li>\n<li>The SAVE Act was also the culprit the previous week.<\/li>\n<\/ul>\n<p><strong>Between the lines: <\/strong>The <a href=\"https:\/\/www.axios.com\/2026\/02\/13\/speaker-johnson-house-slim-majority-rule-rebellions-thomas-massie\" target=\"_blank\">repeated shutdowns<\/a>\u00a0of House floor action are wearing on members who say they&#8217;re wasting valuable legislative time to make a point that won&#8217;t change the bill&#8217;s prospects in the Senate.<\/p>\n<p><strong>What they&#8217;re saying<\/strong>: &#8220;The SAVE America Act? It&#8217;s over there,&#8221; Rep. Carlos Gim\u00e9nez (R-Fla.) told Axios in the Capitol last month, gesturing toward the Senate. &#8220;We did our thing. &#8230; You think you&#8217;re going to force, over here, them to do something different?&#8221;<\/p>\n<ul>\n<li>&#8220;That&#8217;s insane, and I don&#8217;t play insane.&#8221;<\/li>\n<li>&#8220;The votes are where they are. I mean, you just got to accept reality,&#8221; Rep. Brian Fitzpatrick (R-Pa.) told Axios.<\/li>\n<\/ul>\n<p><strong>Asked about the standstill,<\/strong> Johnson told &#8220;Fox News Sunday&#8221; that he &#8220;just decided it was best to send everybody home to go celebrate July 4 in their districts.&#8217;<\/p>\n<ul>\n<li>&#8220;We&#8217;ll come back, gather everybody together,&#8221; he said, adding that there was a &#8220;big urgency&#8221;  to pass the SAVE Act before the November midterms. <\/li>\n<li>&#8220;The President has that as a top priority, and so do I.&#8221;<\/li>\n<\/ul>\n<p><strong>What&#8217;s next: <\/strong>Johnson hopes to pass a version of the SAVE Act that would create a grant program incentivizing states to adopt voter ID laws through reconciliation, a process that would only require a simple majority in the Senate. <\/p>\n<ul>\n<li>But some hardliners are already saying grants wouldn&#8217;t be enough.<\/li>\n<li>And GOP leaders are quickly running out of time to pass a third reconciliation bill.<\/li>\n<\/ul>\n<script async=\"async\" data-cfasync=\"false\" src=\"https:\/\/pl30214220.effectivecpmnetwork.com\/9ab3d4df8a7e1a6171e16ddbf732cc19\/invoke.js\"><\/script>\r\n<div id=\"container-9ab3d4df8a7e1a6171e16ddbf732cc19\"><\/div>\r\n\n","protected":false},"excerpt":{"rendered":"<p>Speaker Mike Johnson will face the same problem next week that he faced last week: a bloc of Republicans willing to shut down the House floor over the GOP&#8217;s signature election bill, the SAVE Act.
