Photo by Asia Today&#13;\n                                            <\/p>\n<div id=\"\">\n<p><span class=\"story_dl\">Aug. 6 (Asia Today) &#8212;<\/span> South Korea&#8217;s Foreign Ministry moved Thursday to defuse reports of a dispute with the Unification Ministry after Foreign Minister Cho Hyun described part of the ministry&#8217;s second-half policy plan as &#8220;idealistic.&#8221;<\/p>\n<p>The Foreign Ministry emphasized that the two agencies were working as &#8220;one team,&#8221; while repeating that government coordination was necessary before announcing proposals involving negotiations with other countries.\n<\/p>\n<p>A senior Foreign Ministry official met with reporters shortly after Unification Minister Chung Dong-young publicly responded to Cho&#8217;s remarks.<\/p>\n<p>&#8220;Minister Cho instructed us to clear up any misunderstandings,&#8221; the official said.<\/p>\n<p>&#8220;His remarks were not motivated by serious disagreement or emotional friction between the two ministries,&#8221; the official said. &#8220;They reflected the Foreign Ministry&#8217;s concern about the burden placed on the other parties involved in negotiations.&#8221;<\/p>\n<p>Cho said during a media briefing after Wednesday&#8217;s government policy presentation that the Unification Ministry&#8217;s proposed four-party dialogue represented an &#8220;idealistic aspiration.&#8221;<\/p>\n<p>He said it was one of several approaches that had not been sufficiently coordinated with the Foreign Ministry, which he described as taking a more realistic approach.<\/p>\n<p>Cho also told reporters that the proposal should be &#8220;discounted,&#8221; meaning that it should not yet be interpreted as finalized government policy.\n<\/p>\n<p>&#8220;The Foreign Ministry will also work as one team to help realize the ideals pursued by the Unification Ministry,&#8221; the senior official said.<\/p>\n<p>&#8220;High-level communication channels between the two ministries are operating properly,&#8221; the official added. &#8220;Officials meet at least once a month and communicate frequently by telephone.&#8221;<\/p>\n<p>Ministry cites need for caution in international negotiations<\/p>\n<p>The official said Cho&#8217;s characterization of the proposals as idealistic reflected the need for caution on matters involving negotiating partners.<\/p>\n<p>The Unification Ministry has proposed a four-party dialogue, South Korean participation in the Eastern Economic Forum and a concept referred to as &#8220;Pacemaker Plus.&#8221;<\/p>\n<p>&#8220;The four-party dialogue, participation in the Eastern Economic Forum and the Pacemaker Plus concept all involve negotiating partners, so they require caution,&#8221; the official said.<\/p>\n<p>&#8220;Consultations with the relevant ministries and countries have not been completed and remain underway,&#8221; the official added. &#8220;Minister Cho was saying that close coordination is necessary because the Foreign Ministry is responsible for negotiations.&#8221;<\/p>\n<p>The remarks were interpreted as expressing concern that announcing policies or ideas before internal coordination was complete could cause confusion among foreign negotiating partners.<\/p>\n<p>&#8220;This is not a situation in which a deep rift is developing or the ministries are working at cross-purposes,&#8221; the official said.\n<\/p>\n<p>&#8220;The Foreign Ministry&#8217;s position is simply that more coordination and communication are needed because it is responsible for carrying out diplomacy.&#8221;<\/p>\n<p>&#8212; Reported by Asia Today; translated by UPI<\/p>\n<p>\u00a9 Asia Today.
