Companies that weren&#8217;t invited remain in the dark about its contents.<\/p>\n<ul>\n<li>The AI framework comes as industry grapples with high-profile <a href=\"https:\/\/www.axios.com\/2026\/07\/29\/openai-hugging-face-modal-cyber-benchmark\" target=\"_blank\">cyber-attacks<\/a> and rapid <a href=\"https:\/\/www.axios.com\/2026\/07\/16\/moonshot-kimi-ai-china-model-openai-anthropic\" target=\"_blank\">advances<\/a> by Chinese AI developers, reigniting a debate on how to deal with open-source models.<\/li>\n<li>It&#8217;s also unclear which &#8220;trusted partners&#8221; will get early access to advanced models under the framework, including whether any foreign governments would qualify.<strong> <\/strong>The European Union declined to comment and the U.K. did not respond to multiple requests for comment.<\/li>\n<li>The White House declined to comment.<\/li>\n<\/ul>\n<p><strong>Zoom in:<\/strong> Open-source models were discussed, sources familiar said, without elaborating. Nvidia staff participated in the meetings, the sources added.<\/p>\n<ul>\n<li>Nvidia CEO and open-source advocate Jensen Huang was in D.C. last week <a href=\"https:\/\/www.axios.com\/2026\/07\/28\/nvidia-jensen-huang-lutnick-meeting-china-ai\" target=\"_blank\">meeting<\/a> with Commerce Secretary Howard Lutnick and President Trump.<\/li>\n<\/ul>\n<p><strong>Catch up quick: <\/strong>The voluntary <a href=\"https:\/\/www.axios.com\/2026\/07\/10\/alternative-playbook-ai-regulation\" target=\"_blank\">framework<\/a>, outlined in a June executive order, is intended to give AI developers a process for working with the government to determine whether models under development fall within its scope. <\/p>\n<ul>\n<li>It is also expected to set the rules for government access to AI models up to 30 days before release, covering confidentiality, cybersecurity, insider-risk, intellectual property and nondisclosure requirements.<\/li>\n<li>The <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/06\/promoting-advanced-artificial-intelligence-innovation-and-security\/\" target=\"_blank\">executive order<\/a> explicitly says the benchmarking process to assess advanced cyber capabilities of AI models will be classified. <\/li>\n<li>There is no requirement in the order to publicly release the voluntary framework.<\/li>\n<\/ul>\n<script async=\"async\" data-cfasync=\"false\" src=\"https:\/\/pl30214220.effectivecpmnetwork.com\/9ab3d4df8a7e1a6171e16ddbf732cc19\/invoke.js\"><\/script>\r\n<div id=\"container-9ab3d4df8a7e1a6171e16ddbf732cc19\"><\/div>\r\n\n","protected":false},"excerpt":{"rendered":"<p>The White House does not plan to publicly release its new framework for evaluating advanced AI models, three sources familiar with the discussions told Axios.
