Voluntary reviews could eventually harden into binding rules governing access to the most powerful systems.<\/li>\n<li><strong><a href=\"https:\/\/images.nvidia.com\/pdf\/Open-Weights-and-American-AI-Leadership.pdf\" target=\"_blank\">July 24<\/a> \u2014 Open the defense:<\/strong> Nvidia CEO Jensen Huang argued that open models give American developers and cybersecurity defenders more tools, and rallied Meta, Microsoft, Google and OpenAI to sign a letter, &#8220;Open Weights and American AI Leadership,&#8221; supporting the open AI ecosystem.<\/li>\n<li><strong><a href=\"https:\/\/www.anthropic.com\/news\/position-open-weights-models\" target=\"_blank\">July 27<\/a> \u2014 Gate the danger:<\/strong> Anthropic CEO Dario Amodei called for &#8220;mandatory safety testing,&#8221; and tighter controls on the chips and distillation techniques helping China develop powerful open-weight models. He stopped short of supporting a blanket ban.<\/li>\n<li><strong><a href=\"https:\/\/www.wsj.com\/opinion\/the-ai-future-is-for-everyone-a0c24e20?st=7TqmM1&amp;reflink=desktopwebshare_permalink\" target=\"_blank\">July 28<\/a> \u2014 Spread access:<\/strong> Meta CEO Mark Zuckerberg cast broadly available &#8220;personal superintelligence&#8221; as a safeguard against a future controlled by a handful of companies and governments.<\/li>\n<li><strong><a href=\"https:\/\/www.reuters.com\/legal\/litigation\/tech-employees-call-us-backed-global-effort-manage-risks-advanced-ai-2026-07-28\/\" target=\"_blank\">July 28<\/a> \u2014 Build the brake:<\/strong> More than 1,200 frontier-lab employees signed &#8220;<a href=\"https:\/\/www.pacingthefrontier.com\/\" target=\"_blank\">Pacing the Frontier<\/a>,&#8221; a petition asking Washington to create international tools for deliberately slowing development if AI begins advancing beyond human control.<\/li>\n<\/ul>\n<p><strong>Reality check:<\/strong> OpenAI CEO Sam Altman is trying to occupy both sides of the divide. His lab backs investment in the open AI stack, despite selling closed models.<\/p>\n<ul>\n<li>Altman <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-07-29\/openai-ceo-sam-altman-discusses-next-ai-model-with-us-lawmakers\" target=\"_blank\">told reporters<\/a> on Capitol Hill on Wednesday that OpenAI researchers helped shape the pacing letter.<\/li>\n<li>We&#8217;re told Altman has talked with the White House about building the necessary tools to &#8220;pace&#8221; AI development, preserving the government&#8217;s option to do so if needed in the future. Altman wants the tools and decisions in the hands of government, not any one company, so it&#8217;s managed via democratic processes.<\/li>\n<li>Altman&#8217;s No. 1 topic in administration and White House meetings was <a href=\"https:\/\/www.axios.com\/2026\/07\/26\/sam-altman-openai-trump-white-house-visit\" target=\"_blank\">previewing the capabilities<\/a> of the company&#8217;s most powerful AI yet \u2014 Astra, the next major ChatGPT model family, as yet unreleased. OpenAI <a href=\"https:\/\/openai.com\/index\/ten-advances-in-mathematics\/\" target=\"_blank\">said Saturday<\/a> that an internal version of Astra was behind <a href=\"https:\/\/x.com\/polynoamial\/status\/2083467194663571701\" target=\"_blank\">research leaps<\/a> in 10 major open mathematical problems in &#8220;high-dimensional geometry, coding theory, arithmetic circuit complexity, group theory, operator algebras, quantum complexity, lattice cryptography and extremal combinatorics.&#8221;<\/li>\n<\/ul>\n<p><strong>Zoom out:<\/strong> The open-weight paradox runs through every manifesto.<\/p>\n<ul>\n<li>Open weights can spread innovation, strengthen cyber defenders and prevent a few companies from monopolizing AI.<\/li>\n<li>But as models gain stronger cyber and autonomous capabilities, the same openness can place dangerous tools beyond any company&#8217;s ability to monitor, restrict or recall.<\/li>\n<\/ul>\n<p><strong>Between the lines:<\/strong> These are competing theories of danger.<\/p>\n<ul>\n<li>Huang and Zuckerberg fear that concentrated control will weaken America and empower a small group of gatekeepers.<\/li>\n<li>Amodei and the pacing coalition fear that powerful capabilities will spread faster than companies or governments can contain them.<\/li>\n<li>Altman is trying to preserve the advantages of openness while building an emergency brake for the frontier.<\/li>\n<\/ul>\n<p><strong>What to watch:<\/strong> The Trump administration is <a href=\"https:\/\/www.cnbc.com\/2026\/07\/31\/trump-ai-executive-order-nears-key-deadline-regulation-debate-heats-up.html\" target=\"_blank\">close to issuing<\/a> a formal process (&#8220;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/06\/promoting-advanced-artificial-intelligence-innovation-and-security\/\" target=\"_blank\">voluntary framework<\/a>&#8220;) for reviewing cutting-edge AI systems.
