But Putin is now so anxious for battlefield wins that he will stay the course even without a clear-cut victory. Nor should we expect a revival of\u00a0 <a href=\"https:\/\/www.un.org\/fr\/node\/211659#:~:text=The%20Black%20Sea%20Grain%20Initiative%20(BSGI)%2C%20also%20known%20as,beacon%20of%20hope%20in%20a\" target=\"undefined\">the agreement<\/a> brokered by the United Nations in July 2022 that restored safe maritime traffic to and from Ukrainian ports. \u00a0<\/p>\n<\/div>\n<div>\n<p data-testid=\"paragraph-element\" class=\"rich-text mb-6 font-graphik text-body-large text-black-coffee mt-8 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\">Just as the standoff in the Strait of Hormuz has sent neighboring countries scrambling for new ways to move oil out of the Persian Gulf, Ukraine may be able to move grain through the Danube, via Romanian ports, and by rail, as it did in the war\u2019s early days. But as before, diversions are costly and logistically complicated. <\/p>\n<\/div>\n<div>\n<p data-testid=\"paragraph-element\" class=\"rich-text mb-6 font-graphik text-body-large text-black-coffee mt-8 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\">For all these reasons, the shape of Russia\u2019s war on Ukraine will continue to shift as each side searches for new ways to break the battlefield stalemate in its favor.
