It would impose a one-time, 5% tax on the assets of billionaires who resided in the state as of Jan. 1, 2026.<\/p>\n<p>In a statement, the 750,000-member union noted revenue from the \u201cone-time tax proposal [is] dedicated 90% to healthcare,\u201d echoing concerns from other unions opposed to the measure. Teacher, police and firefighter unions argue the tax would largely benefit the healthcare sector and fear it would destabilize the state budget and, along with it, services such as education and public safety. <\/p>\n<p>SEIU California is a parent organization of SEIU-United Healthcare Workers West, the union that crafted the measure and moved <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-06-17\/controversial-billionaire-tax-proposal-appears-destined-for-november-ballot\">to put it on the ballot<\/a> before securing broad support from other labor groups.<\/p>\n<p>SEIU-UHW President Dave Regan said he pushed the tax to backfill an estimated $100 billion in cuts to healthcare and <a class=\"link\" href=\"https:\/\/www.latimes.com\/food\/story\/2026-07-28\/calfresh-cuts-push-la-families-farmers-to-brink\">food assistance programs<\/a> that California is expected to shoulder under the One Big Beautiful Bill Act signed by President Trump last year.<\/p>\n<p>\u201cTrump\u2019s \u2018Big, Ugly Bill\u2019 slashed funding for healthcare in California to pay for more billionaire tax breaks. Now, millions of Californians are losing their health coverage, and millions more are being forced to pay skyrocketing costs,\u201d SEIU-UHW Press Secretary Renee Saldana wrote in a statement to The Times.<\/p>\n<p>Saldana pointed to an internal poll showing 70% of union members in California would support the billionaire tax, adding: \u201cWe\u2019re confident that SEIU members will be joining millions of their fellow Californians and voting YES on Prop. 40 this November to protect healthcare, keep hospitals and clinics open, and stand with California working families.\u201d<\/p>\n<p>In negotiations with Gov. Gavin Newsom last month, Regan offered to pull the tax from the ballot in exchange for concessions for his union, including help securing contracts at several medical facilities around the state, two sources told The Times. Regan denies making the demand, and said the proposal is meant to solve an impending \u201ccatastrophe in California\u2019s healthcare system.\u201d<\/p>\n<p>Several unions and Democratic allies, including Planned Parenthood Affiliates of California, argue the one-time tax is the wrong solution for the cuts, which are unlikely to be reversed while Republicans hold power in Washington. <\/p>\n<p>SEIU California said its members are focused on \u201ca multi-year campaign to secure California\u2019s fiscal foundation with ongoing revenue,\u201d including an effort to tax large companies that pay wages low enough that their workers rely on public benefits.<\/p>\n<p>Surrounded by members of the SEIU California executive board, Newsom this month <a class=\"link\" href=\"https:\/\/www.gov.ca.gov\/2026\/07\/08\/governor-newsom-signs-legislation-to-ensure-corporations-pay-their-fair-share-protecting-vital-services-for-californians\/\" target=\"_blank\"><u>signed a bill<\/u><\/a> punting <a class=\"link\" href=\"https:\/\/www.latimes.com\/politics\/newsletter\/2026-05-28\/chabria-column-california-medi-cal-budget-health-insurance\">the \u201cFair Share\u201d measure<\/a> to next year, when a new governor will take office.<\/p>\n<p>Some labor unions and elected Democrats worry that, in the long run, the proposed billionaire tax will hurt the state budget \u2014 which raises more money from wealthy people taxed at higher rates \u2014 by pushing rich Californians to move to other states. <\/p>\n<p>Some already have. Google co-founder Sergey Brin <a class=\"link\" href=\"https:\/\/www.latimes.com\/business\/story\/2026-04-27\/google-co-founder-sergey-brin-confronted-gavin-newsom-then-launched-political-war\">last year moved to the<\/a> Nevada side of Lake Tahoe to preemptively avoid the tax, and has pumped $82 million into a committee fighting Proposition 40.<\/p>\n<p>Newsom, a likely <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-03-20\/newsom-leads-harris-for-president-among-california-democrats-poll-finds\">2028 presidential contender<\/a>, has begun arguing for a federal wealth tax that the rich could not escape by moving to a new state.<\/p>\n<p>\u201cYou may not be able to pick up and move to Texas or Florida to shelter your income from taxation, but I promise you that billionaires can, and do,\u201d he wrote <a class=\"link\" href=\"https:\/\/gavinnewsom.substack.com\/p\/its-time-for-a-national-billionaires\" target=\"_blank\">on Substack<\/a> in June. \u201cThe fight belongs at the federal level, where this broken system was created in the first place.\u201d<\/p>\n<p>SEIU California on Wednesday also announced \u201cstrong opposition\u201d to Proposition 39, a proposed <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-07-28\/voter-id-backers-sue-california-attorney-general-over-ballot-description\">voter ID measure<\/a>; and Proposition 43, which <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-07-06\/2026-california-propositions-voter-guide-billionaires-tax-voter-id-homebuyers-money-tax-hike-limits\">would make it harder<\/a> for local governments to raise taxes.<\/p>\n<\/p><\/div>\n<script async=\"async\" data-cfasync=\"false\" src=\"https:\/\/pl30214220.effectivecpmnetwork.com\/9ab3d4df8a7e1a6171e16ddbf732cc19\/invoke.js\"><\/script>\r\n<div id=\"container-9ab3d4df8a7e1a6171e16ddbf732cc19\"><\/div>\r\n\n","protected":false},"excerpt":{"rendered":"<p>SACRAMENTO\u00a0\u2014\u00a0One of California\u2019s most powerful labor unions declined to endorse a proposed state billionaires tax, a blow to its backers and a sign of simmering divisions on the left over the controversial ballot measure.
