California followed suit and gerrymandered its map in retaliation, eliminating some five GOP-held seats in the state.<\/p>\n<p>Wasserman <a href=\"https:\/\/www.cookpolitical.com\/cook-pvi\/introducing-2026-cook-pvi-re-redistricting-yields-more-republican-less-elastic-house-map?utm_medium=email_action&amp;utm_source=customer.io\" target=\"_blank\" rel=\"noopener\">crunched the data<\/a> and came up with the definitive number for how the gerrymandering wars, which spread to<a href=\"https:\/\/ballotpedia.org\/Redistricting_ahead_of_the_2026_elections\" target=\"_blank\" rel=\"noopener\"> ten states in total<\/a> from Florida to Utah to Ohio, impacted the House map overall and shifted the advantage for Democrats going into November.<\/p>\n<p>Wasserman\u2019s numbers are based on <a href=\"https:\/\/www.cookpolitical.com\/cook-pvi\" target=\"_blank\" rel=\"noopener\">Cook\u2019s PVI<\/a> (partisan voter index), which labels each district\u2019s partisan tilt based on past presidential performance.<\/p>\n<p>\u201cIf no boundaries had changed since 2024 and Democrats hypothetically won every seat more Democratic than a PVI score of R+3 \u2014 and nothing else \u2014 they would have ended up with 235 districts this fall \u2013 a 20-seat gain and the exact same number of seats they held after the 2018 \u2018blue wave\u2019 during Trump\u2019s first term,\u201d read the top line bullet points Cook sent out from Wasserman\u2019s analysis. Adding:<\/p>\n<blockquote>\n<p>But under the new lines, if Democrats were to win every seat more Democratic than a PVI score of R+3 \u2014 and nothing else \u2014 they would end up with just 223 seats \u2014 enough for a majority, but a full dozen seats fewer and just five seats over the magic number of 218.<\/p>\n<\/blockquote>\n<p>So, all in all, Wasserman and <a href=\"https:\/\/www.mediaite.com\/media\/news\/new-cook-political-report-shifts-four-gubernatorial-races-to-dems\/\" target=\"_blank\" rel=\"noopener\">Cook\u2019s<\/a> PVI ratings concluded that the GOP-led gerrymandering efforts may cost Democrats 12 House seats in an environment that favors them by around 3-points.<\/p>\n<p>&#8220;In late spring of 2025, it would have been hard to believe that ten states would have new congressional maps in place for the 2026 midterms.
