Mayor Karen Bass decried the application as \u201ca slap in the face\u201d to the families of Boyle Heights.<\/p>\n<p>\u201cI can\u2019t believe they [Lineage] would even think about starting the rebuilding process while they haven\u2019t cleaned up the mess they\u2019ve created,\u201d she said in a statement Tuesday. <\/p>\n<p>More than a month after a massive fire swept through the warehouse, Lineage is still working to remove more than 85 million pounds of weeks-old food, which has brought rancid odors, flies and rats to the surrounding area. <\/p>\n<p>Lineage said in a statement Tuesday that the permit application \u201cwill not impact or distract us from the important work of cleanup,\u201d which remains the company\u2019s top priority.<\/p>\n<p>The <a class=\"link\" href=\"https:\/\/www.ladbsservices2.lacity.org\/OnlineServices\/PermitReport\/PcisPermitDetail?id1=26016&amp;id2=10000&amp;id3=19237\" target=\"_blank\">permit<\/a>, which has yet to be approved, seeks to repair and rebuild fire-damaged portions of the building based on the approved drawings on file with \u201cno change to building footprint, square footage, height, use, or occupancy.\u201d<\/p>\n<p>\u201cThe application is for a permit to repair the damage from the fire, which was not caused by the cold storage operations at the facility,\u201d the company stated. \u201cThis is normal course in the repair process.\u201d<\/p>\n<p>The company also noted that cold-storage facilities are critical infrastructure that keep food moving to grocery stores across Los Angeles. The application was<a class=\"link\" href=\"https:\/\/lamaterial.com\/p\/permit-lineage-boyle-heights-rebuild\" target=\"_blank\"> first reported <\/a>by L.A. Material.<\/p>\n<p>Councilmember Ysabel Jurado said it was \u201coutrageous\u201d for Lineage to apply for permits to rebuild while the disaster it created had not been cleaned up and the surrounding area \u201cremains in shambles.\u201d<\/p>\n<p><a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-07-27\/public-health-survey-documents-stench-in-boyle-heights\">Lineage has racked up fines<\/a> from both the county health department and the South Coast Air Quality Management District over the last several weeks as residents file complaints over ongoing odor issues.<\/p>\n<p>\u201cGiven the conditions residents are still enduring and the company\u2019s failure to make this community whole, rebuilding is not even a conversation I am prepared to have,\u201d Jurado said.<\/p>\n<p>Bass has previously said that <a class=\"link\" href=\"https:\/\/www.instagram.com\/reel\/Da33FxIPBAa\/\" target=\"_blank\">residents should have a say<\/a> in whether the company returns to the area. On Tuesday, her office said it was working on a revision to its executive orders that would reflect concerns about Lineage\u2019s intent to rebuild. Last month, Bass issued <a class=\"link\" href=\"https:\/\/mayor.lacity.gov\/news\/mayor-bass-issues-emergency-executive-orders-accelerate-remediation-and-recovery-strengthen\" target=\"_blank\"> orders <\/a>mandating Lineage remove all food waste within 45 days and mobilizing resources to assist the community. <\/p>\n<p>Since the fire, the residents in Boyle Heights and the surrounding area have made repeated calls for Lineage not to return to the area, calling  the presence of the facility a future and current health risk.<\/p>\n<p>At the beginning of  July, about 50 protesters gathered outside of the warehouse and called for the warehouse operator to \u201cpack up and leave\u201d after cleaning up its mess.<\/p>\n<p>\u201cWe don\u2019t want Lineage to rebuild now, or ever again,\u201d protester Maria Jauregui, 62, said <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-07-02\/boyle-heights-residents-want-lineage-warehouse-shut-down-after-fire\"><u>at the rally.<\/u><\/a> <\/p>\n<p><i>Times staff writer Salvador Hernandez contributed to this report.<\/i><\/p>\n<\/p><\/div>\n<p><script async src=\"\/\/www.instagram.com\/embed.js\"><\/script><br \/>\n<br \/><script async=\"async\" data-cfasync=\"false\" src=\"https:\/\/pl30214220.effectivecpmnetwork.com\/9ab3d4df8a7e1a6171e16ddbf732cc19\/invoke.js\"><\/script>\r\n<div id=\"container-9ab3d4df8a7e1a6171e16ddbf732cc19\"><\/div>\r\n<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A permit application to rebuild the Lineage cold-storage warehouse has been met with fierce backlash from politicians and residents, who are enraged the company would think about resuming business while the community contends with putrid odors and health concerns from the ongoing cleanup.
