In Nithya Raman&#8217;s district, it was nearly cut in half"},"content":{"rendered":"<p><script>\r\n  atOptions = {\r\n    'key' : '644b717812d811d6a1c1fc5b6ccd6fa6',\r\n    'format' : 'iframe',\r\n    'height' : 90,\r\n    'width' : 728,\r\n    'params' : {}\r\n  };\r\n<\/script>\r\n<script src=\"https:\/\/www.highperformanceformat.com\/644b717812d811d6a1c1fc5b6ccd6fa6\/invoke.js\"><\/script>\r\n<br \/>\n<br \/><img decoding=\"async\" src=\"https:\/\/ca-times.brightspotcdn.com\/dims4\/default\/4417a30\/2147483647\/strip\/false\/crop\/3000x2000+0+0\/resize\/1500x1000!\/quality\/75\/?url=https%3A%2F%2Fcalifornia-times-brightspot.s3.amazonaws.com%2F5c%2Fd7%2F5908c2974b6c8898e9d53c303292%2F1564110-me-raman-homeless-count-alc-147.jpg\" \/><\/p>\n<div data-element=\"story-body\" data-subscriber-content=\"\">\n<p>Los Angeles City Councilmember Nithya Raman, who is running for mayor against incumbent Karen Bass, seized on significant decreases in street homelessness in her district Friday while blasting increases citywide.<\/p>\n<p>Street homelessness \u2014 people living outdoors or in their vehicles \u2014 went down by 49% in Raman\u2019s district compared to the previous year, she said at a press conference Friday.<\/p>\n<p>Citywide, street homelessness <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-07-23\/homelessness-is-up-in-los-angeles-in-a-setback-to-mayor-karen-bass\">increased nearly 8%<\/a>, while overall homelessness, which includes those living in shelters and other temporary facilities, increased 3.4%, according to numbers from the Los Angeles Homeless Services Authority\u2019s January point-in-time count that were released Friday.<\/p>\n<p>The contrast between her district and the city overall offered Raman an angle to present herself as more effectively handling the homelessness crisis than Bass.<\/p>\n<p>An estimated 45,194 homeless people live in the city, with about 36% of them in shelters, according to LAHSA.<\/p>\n<p>\u201cFar fewer people living outside. Far more people indoors,\u201d Raman, who has served on the council since 2020 and is chair of the City Council\u2019s housing and homelessness committee, said at the press conference. \u201cAs mayor, that is the approach, and the results, that I want to deliver citywide.\u201d<\/p>\n<p>The numbers across the city were a setback for Bass, who has made homelessness one of her signature issues and previously touted <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-07-14\/2025-homeless-count-numbers\">two straight years of drops<\/a> in street homelessness.<\/p>\n<p>Raman cited her office\u2019s homelessness team and their \u201caggressive interventionist\u201d approach as reasons her district \u2014 which extends from Los Feliz and Silver Lake into Studio City, Sherman Oaks and other parts of the San Fernando Valley \u2014 did not suffer the same increases as other parts of the city. <\/p>\n<p>She said her team is very familiar with homeless individuals in the district and knows many by name. The team tracks homeless encampments on a map and makes sure that empty shelter beds are filled, she said.<\/p>\n<p>Bass\u2019 campaign said Raman was attacking the mayor\u2019s <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-04-05\/under-la-mayors-300-million-homeless-program-40-have-returned-to-street\">Inside Safe program<\/a>, which moves homeless people from the streets to shelter and motel beds, at the same time that it contributed to the decreases in her district.<\/p>\n<p>Raman has critiqued Inside Safe as too costly and insufficiently transparent. <\/p>\n<p>\u201cNithya Raman is taking credit for the results of Inside Safe while campaigning against it,\u201d Alex Stack, a spokesperson for Bass\u2019 campaign, said in a statement. \u201cWhile Raman takes credit for the City\u2019s work in her district, ignoring the fact that she\u2019s the Chair of the Homelessness &amp; Housing Committee for ALL of Los Angeles, Mayor Bass is working to move our city forward and address years of neglect.\u201d<\/p>\n<p>Raman responded to those critiques at her press conference, saying that her district only had three Inside Safe operations over the past four years \u2014 fewer than some other districts. <\/p>\n<p>She deflected when asked Friday about her responsibility for citywide homelessness, as chair of the city\u2019s housing and homelessness committee. <\/p>\n<p>\u201cCouncil can pass legislation &#8230; move motions forward, but it is the mayor that has charge of the implementation and outcomes,\u201d she said.<\/p>\n<p>Citywide, Inside Safe has moved more than 6,000 people into hotels, motels and other types of interim housing since Bass took office in December 2022. But by May 31, 41% of those people had <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-04-05\/under-la-mayors-300-million-homeless-program-40-have-returned-to-street\">returned to homelessness<\/a>, according to LAHSA figures collected separately from this year\u2019s homeless count.<\/p>\n<p>Bass attributed the citywide homelessness increases in part to funding cuts by the state and federal government.
