Duncan has also worked with many Republican lawmakers during his tenure as an OMB liaison to Congress since the start of President Donald Trump&#8217;s second term. <\/p>\n<p>&#8220;I&#8217;ve got confidence he&#8217;s the right person for the job,&#8221; Senate Budget Chair Ron Johnson (R-Wis.) said, noting that he has worked with Duncan over the past year on plans to reduce fraud and waste in federal programs \u2014 as well as improve agency management \u2014 by tapping the $100 million Republicans gave OMB last year in their initial party-line package. <\/p>\n<p>Democratic lawmakers have a different take, accusing Duncan of completely ignoring their inquiries during his time as associate director of Legislative Affairs at OMB.<\/p>\n<p>&#8220;He just absolutely stonewalled any form of bipartisan cooperation or information,&#8221; said Oregon Sen. Jeff Merkley, the Budget Committee&#8217;s top Democrat. &#8220;So having really performed miserably in his former role, I certainly am not going to support him in this role.&#8221; <\/p>\n<p>During his Senate vetting this summer, Duncan <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/06\/16\/congress\/pocket-rescissions-on-the-table-00963376\" target=\"_blank\">said he couldn\u2019t rule out the use<\/a> of any \u201cfiscal tools,\u201d including the pocket rescission tactic OMB employed last year to <a href=\"https:\/\/www.politico.com\/news\/2025\/08\/29\/trump-asks-congress-to-claw-back-5b-in-foreign-aid-amid-threat-of-pocket-cancellation-00535396\" target=\"_blank\">unilaterally cancel billions of dollars<\/a> in foreign aid without Congress\u2019 consent. The nominee has also expressed an <a href=\"https:\/\/www.politico.com\/live-updates\/2026\/06\/17\/congress\/omb-pick-talks-grant-shakeup-00964909\" target=\"_blank\">eagerness to finalize<\/a> the Trump administration&#8217;s plans to put political appointees in charge of approving or scrapping awards for federal grants.<\/p>\n<p>Lawmakers in both parties have raised concern about the impending regulation to change the grant approval process. Most notably, Senate Appropriations Chair <a href=\"https:\/\/directory.politicopro.com\/member\/51168\" data-person-id=\"51168\">Susan Collins<\/a> (R-Maine) <a href=\"https:\/\/www.appropriations.senate.gov\/news\/majority\/sen-collins-asks-omb-to-withdraw-parts-of-grant-rule-extend-comment-period\" target=\"_blank\">called this month<\/a> for White House budget director Russ Vought to nix part of the proposal and extend the deadline for public comment, which closed last week.<\/p>\n<p>Democrats have noted Duncan\u2019s relative inexperience compared to other former top OMB officials, many of whom served as undersecretaries of other federal agencies or members of Congress before taking on the role.
